HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives are pleased to congratulate Captain Ken Kaupas of the Illinois State Police on his retirement; and

WHEREAS, Ken Kaupas began his career by being an intern with the Illinois State Police, District 5; he was hired by the Illinois State Police in February of 1983; and

WHEREAS, After his training in the Springfield Academy, he began his career with the Illinois State Police, in District 5 Joliet; he spent a short time in patrol, and then transferred to the Division of Criminal Investigations, Zone 5; there he worked in narcotics, as well as general criminal investigations; and

WHEREAS, Ken Kaupas was promoted to Sergeant in 1988 and in 1992 served as the first director of the Kendall County Cooperative Police Assistance Team and as the Director of the Tri-County Auto Theft Task Force; he was later promoted to the rank of Master Sergeant in 1993; he served as a Master Sergeant in Investigations, as well as in Patrol; as the District 5 Administrative Officer; and

WHEREAS, He was promoted to the rank of Lieutenant in 1996 and transferred to District 16, Rockford, Investigations; in 1998, he was promoted to the rank of Captain in Investigations, and later was given command of District 16, Rockford; he participated in the Illinois State Police reorganization of the Investigative Zones, as well as served as the Region II Compliance Officer, and CALEA Compliance Review Officer; and

WHEREAS, He spent several years working for the Operational Services Command and the Special Operations Bureau; in February of 2005, he returned to District 5, the District he referred to as "home", where he became the District Commander; as the District Commander, Captain Kaupas had command of over 80 district personnel, both sworn and civilian; and

WHEREAS, After a career of over 26 years, Captain Ken Kaupas will be retiring on July 31, 2009; he is married to Shelly Kaupas, and has a son, Brady, and step-daughter, Jenn; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Captain Kaupas on his retirement and wish him the best in all his future endeavors; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Captain Ken Kaupas as a symbol of our respect.
