HOUSE RESOLUTION

 
2     WHEREAS, The members of the Illinois House of
3 Representatives are pleased to congratulate Captain Ken Kaupas
4 of the Illinois State Police on his retirement; and
 
5     WHEREAS, Ken Kaupas began his career by being an intern
6 with the Illinois State Police, District 5; he was hired by the
7 Illinois State Police in February of 1983; and
 
8     WHEREAS, After his training in the Springfield Academy, he
9 began his career with the Illinois State Police, in District 5
10 Joliet; he spent a short time in patrol, and then transferred
11 to the Division of Criminal Investigations, Zone 5; there he
12 worked in narcotics, as well as general criminal
13 investigations; and
 
14     WHEREAS, Ken Kaupas was promoted to Sergeant in 1988 and in
15 1992 served as the first director of the Kendall County
16 Cooperative Police Assistance Team and as the Director of the
17 Tri-County Auto Theft Task Force; he was later promoted to the
18 rank of Master Sergeant in 1993; he served as a Master Sergeant
19 in Investigations, as well as in Patrol; as the District 5
20 Administrative Officer; and
 
21     WHEREAS, He was promoted to the rank of Lieutenant in 1996

1 and transferred to District 16, Rockford, Investigations; in
2 1998, he was promoted to the rank of Captain in Investigations,
3 and later was given command of District 16, Rockford; he
4 participated in the Illinois State Police reorganization of the
5 Investigative Zones, as well as served as the Region II
6 Compliance Officer, and CALEA Compliance Review Officer; and
 
7     WHEREAS, He spent several years working for the Operational
8 Services Command and the Special Operations Bureau; in February
9 of 2005, he returned to District 5, the District he referred to
10 as "home", where he became the District Commander; as the
11 District Commander, Captain Kaupas had command of over 80
12 district personnel, both sworn and civilian; and
 
13     WHEREAS, After a career of over 26 years, Captain Ken
14 Kaupas will be retiring on July 31, 2009; he is married to
15 Shelly Kaupas, and has a son, Brady, and step-daughter, Jenn;
16 therefore, be it
 
17     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
18 NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
19 congratulate Captain Kaupas on his retirement and wish him the
20 best in all his future endeavors; and be it further
 
21     RESOLVED, That a suitable copy of this resolution be
22 presented to Captain Ken Kaupas as a symbol of our respect.
