1     AN ACT concerning transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The State Finance Act is amended by adding
5 Sections 5.719 and 5.720 as follows:
 
6     (30 ILCS 105/5.719 new)
7     Sec. 5.719. The International Brotherhood of Teamsters
8 Fund.
 
9     (30 ILCS 105/5.720 new)
10     Sec. 5.720. The United Auto Workers' Fund.
 
11     Section 10. The Illinois Vehicle Code is amended by adding
12 Sections 3-684 and 3-685 as follows:
 
13     (625 ILCS 5/3-684 new)
14     Sec. 3-684. International Brotherhood of Teamsters license
15 plate.
16     (a) The Secretary, upon receipt of all applicable fees and
17 applications made in the form prescribed by the Secretary, may
18 issue special registration plates designated as International
19 Brotherhood of Teamsters license plates. The special plates
20 issued under this Section shall be affixed only to passenger

1 vehicles of the first division, motor vehicles of the second
2 division weighing not more than 8,000 pounds and recreational
3 vehicles as defined by Section 1-169 of this Code. Plates
4 issued under this Section shall expire according to the
5 multi-year procedure established by Section 3-414.1 of this
6 Code.
7     (b) The design and color of the plates is wholly within the
8 discretion of the Secretary of State. Appropriate
9 documentation, as determined by the Secretary, shall accompany
10 the application. The Secretary, in his or her discretion, may
11 allow the plates to be issued as vanity or personalized plates
12 under Section 3-405.1 of this Code. The Secretary shall
13 prescribe stickers or decals as provided under Section 3-412 of
14 this Code.
15     (c) An applicant for the special plate shall be charged a
16 $40 fee for original issuance in addition to the appropriate
17 registration fee. Of this fee, $25 shall be deposited into the
18 International Brotherhood of Teamsters Fund and $15 shall be
19 deposited into the Secretary of State Special License Plate
20 Fund, to be used by the Secretary to help defray the
21 administrative processing costs.
22     For each registration renewal period, a $27 fee, in
23 addition to the appropriate registration fee, shall be charged.
24 Of this fee, $25 shall be deposited into the International
25 Brotherhood of Teamsters Fund and $2 shall be deposited into
26 the Secretary of State Special License Plate Fund.

1     (d) The International Brotherhood of Teamsters Fund is
2 created as a special fund in the State treasury. All money in
3 the International Brotherhood of Teamsters Fund shall be paid,
4 subject to appropriation by the General Assembly and approval
5 by the Secretary of State, as grants to the Teamsters Joint
6 Council 25 Charitable Trust, an independent organization
7 established and registered as a tax exempt entity under Section
8 501(c)(3) of the Internal Revenue Code, for religious,
9 charitable, scientific, literary, and educational purposes.

11     Sec. 3-685. United Auto Workers license plates.
12     (a) The Secretary, upon receipt of all applicable fees and
13 applications made in the form prescribed by the Secretary, may
14 issue special registration plates designated as United Auto
15 Workers license plates. The special plates issued under this
16 Section shall be affixed only to passenger vehicles of the
17 first division or motor vehicles of the second division
18 weighing not more than 8,000 pounds. Plates issued under this
19 Section shall expire according to the multi-year procedure
20 established by Section 3-414.1 of this Code.
21     (b) The design and color of the special plates shall be
22 wholly within the discretion of the Secretary. Appropriate
23 documentation, as determined by the Secretary, shall accompany

6 United Auto Workers' Fund and $15 shall be deposited into the
7 Secretary of State Special License Plate Fund, to be used by
8 the Secretary to help defray the administrative processing
9 costs.

11 addition to the appropriate registration fee, shall be charged.
12 Of this fee, $23 shall be deposited into the United Auto
13 Workers' Fund and $2 shall be deposited into the Secretary of
14 State Special License Plate Fund.
15     (d) The United Auto Workers' Fund is created as a special
16 fund in the State treasury. All moneys in the United Auto
17 Workers' Fund shall be paid, subject to appropriation by the
18 General Assembly and approval by the Secretary, as grants for
19 charitable purposes sponsored by Illinois local unions
20 affiliated with the United Auto Workers.
