SYNOPSIS AS INTRODUCED:

625 ILCS 5/3-684 new

    Amends the Illinois Vehicle Code and the State Finance Act. Creates the International Brotherhood of Teamsters Fund as a special fund in the State treasury. Provides for the issuance of International Brotherhood of Teamsters license plates. Provides that in addition to the appropriate registration fees, an applicant for the special plate shall be charged a fee of $40 at original issuance and $27 at renewal. Provides that $25 of the additional original issuance fee and the renewal fee shall be deposited into the International Brotherhood of Teamsters Fund. Provides that $15 of the original issuance fee and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Provides that, subject to appropriation by the General Assembly and approval by the Secretary of State, the moneys in the International Brotherhood of Teamsters Fund shall be paid as grants to the Teamsters Joint Council 25 Charitable Trust, an independent organization established and registered as a tax exempt entity under Section 501(c)(3) of the Internal Revenue Code.

1     AN ACT concerning transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The State Finance Act is amended by adding
5 Section 5.719 as follows:
 
6     (30 ILCS 105/5.719 new)
7     Sec. 5.719. The International Brotherhood of Teamsters
8 Fund.
 
9     Section 10. The Illinois Vehicle Code is amended by adding
10 Section 3-684 as follows:
 
11     (625 ILCS 5/3-684 new)
12     Sec. 3-684. International Brotherhood of Teamsters license
13 plate.
14     (a) The Secretary, upon receipt of all applicable fees and
15 applications made in the form prescribed by the Secretary, may
16 issue special registration plates designated as International
17 Brotherhood of Teamsters license plates. The special plates
18 issued under this Section shall be affixed only to passenger
19 vehicles of the first division, motor vehicles of the second
20 division weighing not more than 8,000 pounds, recreational
21 vehicles as defined by Section 1-169 of this Code, and boat

1 trailers with a gross trailer weight rating of 10,000 or less
2 pounds. Plates issued under this Section shall expire according
3 to the multi-year procedure established by Section 3-414.1 of
4 this Code.
5     (b) The design and color of the plates shall be developed
6 by International Brotherhood of Teamsters and shall be subject
7 to the approval of the Secretary of State. Appropriate
8 documentation, as determined by the Secretary, shall accompany
9 the application. The Secretary, in his or her discretion, may
10 allow the plates to be issued as vanity or personalized plates
11 under Section 3-405.1 of this Code. The Secretary shall
12 prescribe stickers or decals as provided under Section 3-412 of
13 this Code.
14     (c) An applicant for the special plate shall be charged a
15 $40 fee for original issuance in addition to the appropriate
16 registration fee. Of this fee, $25 shall be deposited into the
17 International Brotherhood of Teamsters Fund and $15 shall be
18 deposited into the Secretary of State Special License Plate
19 Fund, to be used by the Secretary to help defray the
20 administrative processing costs.
21     For each registration renewal period, a $27 fee, in
22 addition to the appropriate registration fee, shall be charged.
23 Of this fee, $25 shall be deposited into the International
24 Brotherhood of Teamsters Fund and $2 shall be deposited into
25 the Secretary of State Special License Plate Fund.
26     (d) The International Brotherhood of Teamsters Fund is

1 created as a special fund in the State treasury. All money in
2 the International Brotherhood of Teamsters Fund shall be paid,
3 subject to appropriation by the General Assembly and approval
