SENATE RESOLUTION

WHEREAS, The members of the Illinois Senate are saddened to learn of the death of Charles "Terry" Payne of Danville, who passed away on October 30, 2008; and

WHEREAS, Charles "Terry" Payne was born October 19, 1936 to Charles and Neva Payne; and

WHEREAS, Charles "Terry" Payne attended the Newman public schools through the seventh grade, then moved to Paris, Illinois with his family; he attended Paris schools and was involved in many school activities, including Future Farmers of America and football; and

WHEREAS, Charles "Terry" Payne retired from the Hyster Company after 33 years of service and served as president of the Independent Lift Truck Builders Union for several years; and

WHEREAS, Charles "Terry" Payne was a member of the American Shorthorn Association, where he received the "Breeder of the Year" award in 2002 and was the Honoree of the Show at the Illinois State Fair in 2008; his shorthorn cattle won several championship ribbons during his family's 40 years of showing, including Grand Champion Bull in 2008; and

WHEREAS, Charles "Terry" Payne served on many community boards, including the Danville Area Community College Board, the United Way Board, and the Vermilion County Fair Board, where he served as President; he was also a charter member of the first Labor Management Council in Danville; and

WHEREAS, Charles "Terry" Payne, in his heart, was always a devoted farmer with a true love of the land and the cattle he raised; and

WHEREAS, Charles "Terry" Payne is survived by his loving wife, Dixie Wilson Payne; his daughter, Kathy Jackson; his sons, Kevin (Linda) Payne, Kent (Sandy) Payne, Keith Payne, and Kyle Payne; his grandchildren, Matt Payne, Amy Payne, Sammie and Kellie Wilber, Dylan Payne, Chyann Cheesman, and Angie Nichol; his sisters, Kay (John) Haddix, Rae (Alfred) Gher, and Linda (Richard) Brown; and his many other family members and friends; therefore, be it

RESOLVED, BY THE SENATE OF THE NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with his family and friends, the death of Charles "Terry" Payne; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of Charles "Terry" Payne as a symbol of our sympathy.
