SENATE RESOLUTION

 
2    WHEREAS, On March 31, 2023, President Joseph R. Biden
3proclaimed April 2023 as Second Chance Month and called upon
4all government officials, educators, volunteers, and all the
5people of the United States to observe the month with
6appropriate programs, ceremonies, and activities; and
 
7    WHEREAS, A criminal record can prevent individuals from
8landing a steady job, a safe place to live, quality health
9care, or the chance to go to back school; and
 
10    WHEREAS, A criminal record can keep someone from ever
11getting a loan to buy a home, start a business, or build a
12future; and
 
13    WHEREAS, A criminal record can bar an individual from
14voting; and
 
15    WHEREAS, Three-quarters of formerly incarcerated people
16remain unemployed a year after their release, and joblessness
17is a top predictor of recidivism; and
 
18    WHEREAS, The U.S. Department of Justice's Office of
19Justice Programs, Bureau of Justice Assistance and Office of
20Juvenile Justice and Delinquency Prevention are supporting

1Second Chance Month to help individuals, communities, and
2agencies across the country recognize the importance of
3reentry and their role in supporting safe and successful
4reentry; therefore, be it
 
5    RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL
6ASSEMBLY OF THE STATE OF ILLINOIS, that we declare April of
72023 as "Second Chance Month" in the State of Illinois.
