2 | | WHEREAS, On March 31, 2023, President Joseph R. Biden |
3 | | proclaimed April 2023 as Second Chance Month and called upon |
4 | | all government officials, educators, volunteers, and all the |
5 | | people of the United States to observe the month with |
6 | | appropriate programs, ceremonies, and activities; and

7 | | WHEREAS, A criminal record can prevent individuals from |
8 | | landing a steady job, a safe place to live, quality health |
9 | | care, or the chance to go to back school; and
|
10 | | WHEREAS, A criminal record can keep someone from ever |
11 | | getting a loan to buy a home, start a business, or build a |
12 | | future; and
|
13 | | WHEREAS, A criminal record can bar an individual from |
14 | | voting; and
|
15 | | WHEREAS, Three-quarters of formerly incarcerated people |
16 | | remain unemployed a year after their release, and joblessness |
17 | | is a top predictor of recidivism; and |
18 | | WHEREAS, The U.S. Department of Justice's Office of |
19 | | Justice Programs, Bureau of Justice Assistance and Office of |
20 | | Juvenile Justice and Delinquency Prevention are supporting |
