HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives are saddened to learn of the death of Rockford Alderman Theophelo "Tuffy" Quinonez, who passed away on February 27, 2023; and

WHEREAS, Tuffy Quinonez was born in Chicago to Tiofilo "Ted" M. and Alberta M. (Martinez) Quinonez on January 31, 1947; he moved to Rockford at the age of five and graduated from West High School in 1965 before attending Lincoln Barber College; he served his country honorably in the United States Army; and

WHEREAS, As a successful businessman and strong small business advocate, Tuffy Quinonez was a pillar of his community; he was the founder of the Rockford Area Mexican Business Association and a member of the American Legion, the VFW, the Navy Club, Club Patriotico Mexicano (CPM), Lo Vox Latina, the Latin American Community Organization, the 7th Street VFW in Rockford where he served as a Delegate, the Association of Clubs, and the Broadway Business Association; and

WHEREAS, Tuffy Quinonez sought to uplift those in his community through public service; he served multiple terms as both a Winnebago County Board Member and most recently as an alderman for Rockford's 11th ward; and

WHEREAS, Tuffy Quinonez was preceded in death by his mother; his brother, Thomas M. Quinonez; and his sister-in-law, Josephine Carmona; and

WHEREAS, Tuffy Quinonez is survived by his daughter, Martine (Johnny) Guerrero; his grandchildren, Dominic and Angelino Guerrero; his siblings, Celena Quinonez and Frank Carmona; and numerous other family members; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of Rockford Alderman Theophelo "Tuffy" Quinonez and extend our sincerest condolences to his family, friends, and all who knew and loved him; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of Tuffy Quinonez as an expression of our deepest sympathies.
