HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are saddened to learn of the death of Rockford
4Alderman Theophelo "Tuffy" Quinonez, who passed away on
5February 27, 2023; and
 
6    WHEREAS, Tuffy Quinonez was born in Chicago to Tiofilo
7"Ted" M. and Alberta M. (Martinez) Quinonez on January 31,
81947; he moved to Rockford at the age of five and graduated
9from West High School in 1965 before attending Lincoln Barber
10College; he served his country honorably in the United States
11Army; and
 
12    WHEREAS, As a successful businessman and strong small
13business advocate, Tuffy Quinonez was a pillar of his
14community; he was the founder of the Rockford Area Mexican
15Business Association and a member of the American Legion, the
16VFW, the Navy Club, Club Patriotico Mexicano (CPM), Lo Vox
17Latina, the Latin American Community Organization, the 7th
18Street VFW in Rockford where he served as a Delegate, the
19Association of Clubs, and the Broadway Business Association;
20and
 
21    WHEREAS, Tuffy Quinonez sought to uplift those in his
22community through public service; he served multiple terms as

1both a Winnebago County Board Member and most recently as an
2alderman for Rockford's 11th ward; and
 
3    WHEREAS, Tuffy Quinonez was preceded in death by his
4mother; his brother, Thomas M. Quinonez; and his
5sister-in-law, Josephine Carmona; and
 
6    WHEREAS, Tuffy Quinonez is survived by his daughter,
7Martine (Johnny) Guerrero; his grandchildren, Dominic and
8Angelino Guerrero; his siblings, Celena Quinonez and Frank
9Carmona; and numerous other family members; therefore, be it
 
10    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
11HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
12we mourn the passing of Rockford Alderman Theophelo "Tuffy"
13Quinonez and extend our sincerest condolences to his family,
14friends, and all who knew and loved him; and be it further
 
15    RESOLVED, That a suitable copy of this resolution be
16presented to the family of Tuffy Quinonez as an expression of
17our deepest sympathies.
