HOUSE RESOLUTION

WHEREAS, It is the custom of the Illinois State Capitol and its grounds to include many installations to reflect the groups, the women, and the men who have at various times been seen as memorable in the history of Illinois; and

WHEREAS, Many of these Illinois State Capitol installations are official portraits of individuals who have served as Speakers of the Illinois House of Representatives, an office designated by the Constitution of Illinois; and

WHEREAS, The most recent ex-Speaker of the Illinois House of Representatives, Michael J. Madigan, served as Speaker from January 1983 until January 1995 and, again, from January 1997 until January 2021; and

WHEREAS, In the ordinary course of events, a portrait of former Speaker Madigan would be painted or photographed and hung in the Illinois State Capitol; and

WHEREAS, It is also the statutory policy of the State of Illinois that a series of Illinois State Capitol portraits may be interrupted when there is good and sufficient reason to do so; in subsection (b) of Section 212 of the State Designations Act (5 ILCS 460/212(b)), an interruption of this type has been inserted by statute into the series of the portraits of the Governors of Illinois that hang in the south wing of the second floor of the Capitol; and

WHEREAS, At the time of the introduction of this Illinois House Resolution, former Speaker Madigan is preparing his defense against a series of federal criminal charges contained in a lengthy indictment brought by the United States Attorney for the United States District Court for the Northern District of Illinois; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we request that no official portrait of former Speaker Michael J. Madigan be hung in the Illinois State Capitol, or in the Illinois Capitol Complex, until such time as Mr. Madigan is acquitted of all of the charges lodged against him in the U.S. Northern District of Illinois, or until such time as all of the aforementioned charges are dropped; and be it further

RESOLVED, That a copy of this resolution be delivered to Alexi Giannoulias, the Illinois Secretary of State and custodian of the Illinois Capitol Complex.
