HOUSE RESOLUTION

 
2    WHEREAS, It is the custom of the Illinois State Capitol
3and its grounds to include many installations to reflect the
4groups, the women, and the men who have at various times been
5seen as memorable in the history of Illinois; and
 
6    WHEREAS, Many of these Illinois State Capitol
7installations are official portraits of individuals who have
8served as Speakers of the Illinois House of Representatives,
9an office designated by the Constitution of Illinois; and
 
10    WHEREAS, The most recent ex-Speaker of the Illinois House
11of Representatives, Michael J. Madigan, served as Speaker from
12January 1983 until January 1995 and, again, from January 1997
13until January 2021; and
 
14    WHEREAS, In the ordinary course of events, a portrait of
15former Speaker Madigan would be painted or photographed and
16hung in the Illinois State Capitol; and
 
17    WHEREAS, It is also the statutory policy of the State of
18Illinois that a series of Illinois State Capitol portraits may
19be interrupted when there is good and sufficient reason to do
20so; in subsection (b) of Section 212 of the State Designations
21Act (5 ILCS 460/212(b)), an interruption of this type has been

1inserted by statute into the series of the portraits of the
2Governors of Illinois that hang in the south wing of the second
3floor of the Capitol; and
 
4    WHEREAS, At the time of the introduction of this Illinois
5House Resolution, former Speaker Madigan is preparing his
6defense against a series of federal criminal charges contained
7in a lengthy indictment brought by the United States Attorney
8for the United States District Court for the Northern District
9of Illinois; therefore, be it
 
10    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
11HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
12we request that no official portrait of former Speaker Michael
13J. Madigan be hung in the Illinois State Capitol, or in the
14Illinois Capitol Complex, until such time as Mr. Madigan is
15acquitted of all of the charges lodged against him in the U.S.
16Northern District of Illinois, or until such time as all of the
17aforementioned charges are dropped; and be it further
 
18    RESOLVED, That a copy of this resolution be delivered to
19Alexi Giannoulias, the Illinois Secretary of State and
20custodian of the Illinois Capitol Complex.
