HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives wish to congratulate Marvin Lindsey, MSW, CADC, on the occasion of his retirement as chief executive officer of the Community Behavioral Healthcare Association of Illinois (CBHA), one of the largest behavioral health associations in the state, after 16 years of dedicated service; and

WHEREAS, Marvin Lindsey has provided leadership, guidance, and advocacy for member agencies in the design and building of an effective community behavioral health system throughout Illinois; and

WHEREAS, Marvin Lindsey was also the executive for a limited liability company of behavioral health providers that served as a vehicle for providers to develop integrated care models and enter into value-based contracting arrangements; and

WHEREAS, Marvin Lindsey has dedicated his professional life to the field of mental health and substance use; during his tenure at CBHA, he served on numerous state task forces and advisory committees; and

WHEREAS, Marvin Lindsey has worked tirelessly to ensure individuals living with behavioral health conditions have access to the resources they need to live productive and healthy lives; and

WHEREAS, Marvin Lindsey has been deeply committed to and involved in ensuring that the field of behavioral healthcare is as diverse as the individuals, families, and communities it serves; and

WHEREAS, Marvin Lindsey is an advisory board member of the DePaul University School of New Learning's Adult Men of Color Initiative, which supports the recruitment and retention of adult men of color in the School of New Learning and other DePaul degree programs; and

WHEREAS, Marvin Lindsey also serves on the Community Advisory Committee of the University of Illinois at Chicago's Urban Health Program, which is charged with recruiting, retaining, and graduating underrepresented racial/ethnic minority students, specifically African Americans, Latinos, and Native Americans, in health professions, while additionally expanding educational opportunities for these populations at the pre-college (K-12), undergraduate, graduate, and professional levels; and

WHEREAS, Marvin Lindsey is also the co-chair of the UIC Jane Addams College of Social Work's Dean Advisory Committee, which provides guidance on strategic directions in support of the college's mission of advancing social, racial, and economic justice; and

WHEREAS, Marvin Lindsey is an alumnus of the Diversity Executive Leadership Program (DELP), which provides individuals from underrepresented segments of the association community an opportunity to advance into the ranks of leadership in the association profession by offering access to the American Society of Association Executives' (ASAE) educational programs, career guidance, mentoring, volunteer service, and networking opportunities; and

WHEREAS, Marvin Lindsey has been an integral part of the success of CBHA, which is one of the largest mental health, substance abuse, and youth services trade associations in Illinois; he was dedicated to representing the interests of its members in order to ensure access and availability to a comprehensive system of accountable, quality behavioral healthcare services for the people of Illinois; he led CBHA through challenging times and remained open and flexible in meeting the needs of CBHA members and clients; and

WHEREAS, Marvin Lindsey has performed his duties with integrity, dignity, respect for others, and professionalism; he has earned the admiration and respect of members of the Illinois General Assembly, legislative staff, association members and staff, and the general public; and

WHEREAS, Marvin Lindsey's contributions to the field of behavioral health will benefit many individuals for years to come; and

WHEREAS, In retirement, Marvin Lindsey looks forward to spending time with his family and continuing to lend his support and counsel to students seeking educational opportunities in behavioral healthcare; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Marvin Lindsey on his retirement as chief executive director of the Community Behavioral Healthcare Association of Illinois, thank him for his many years of service to CBHA and the people of Illinois, and wish him many happy and healthy retirement years; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Marvin Lindsey as an expression of our esteem and respect.
