SENATE RESOLUTION

WHEREAS, The members of the Illinois Senate are saddened to learn of the death of Barbara Jean Franklin Hiltabrand Allsup of Bloomington, who passed away on January 20, 2019; and

WHEREAS, Barbara Allsup was born in Normal to Noah Elmo and Margaret Bona Mann Franklin on April 11, 1926; she attended school in Lexington until her last two years of high school; she graduated from Ward Belmont Preparatory School in Nashville, Tennessee and then attended Stephens College in Columbia, Missouri, where she majored in aeronautics; she married Robert James "Hilde" Hiltabrand in a garden wedding at her parents' home in Lexington in August 1945; and

WHEREAS, Barbara Allsup earned her private pilot license; and

WHEREAS, Barbara Allsup was preceded in death by her parents; her husbands, Robert James Hiltabrand and Ted T. Allsup; her son, James Franklin Hiltabrand; and her brother, Noah Elmo Franklin Jr.; and

WHEREAS, Barbara Allsup is survived by her children, Sarah Sporrer (David) and Lucy Hoover (Robert Newport); five grandchildren; six great-grandchildren; her stepchildren, Lynn Allsup Olson, Joanne Woolridge (James), and Morgan Allsup (Caitlin); and three stepgrandchildren; therefore, be it

RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of Barbara Jean Franklin Hiltabrand Allsup and extend our sincere condolences to her family, friends, and all who knew and loved her; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of Barbara Allsup as an expression of our deepest sympathy.
