1 AMENDMENT TO SENATE RESOLUTION 152
2 AMENDMENT NO. . Amend Senate Resolution 152, on page
3 1, by replacing lines 2 and 3 with the following:
4 "WHEREAS, Public Law 105-33 established in Subtitle J,
5 the State Children's Health Insurance Program which provides
6 federal funding to states to create programs to provide
7 health insurance for low-income uninsured children; and
8 WHEREAS, Public Act 90-736, effective August 12, 1998,
9 created the Illinois Children's Health Insurance Program Act
10 and the Illinois program known as KidCare; and
11 WHEREAS, The Illinois Children's Health Insurance Program
12 Act directs the Illinois Department of Public Aid to provide
13 a program of health benefits and health insurance rebates for
14 children in families with incomes at or below 185% of the
15 federal poverty level and for pregnant women and their
16 infants with incomes up to 200% of the federal poverty level;
17 and
18 WHEREAS, Presently, there are 153,024 children and
19 pregnant women enrolled in the children's health insurance
20 program; and
21 WHEREAS, While the Illinois State Senate has demonstrated

1 its commitment to the health of the children of the State of
2 Illinois we have a further obligation to these same children
3 to ensure the effectiveness and efficiency of the KidCare
4 Program; and
5 WHEREAS, Like young children, the KidCare program is due
6 for a "check-up" and "physical evaluation"; therefore, be it
7 RESOLVED, BY THE SENATE OF THE NINETY-SECOND GENERAL
8 ASSEMBLY OF THE STATE OF ILLINOIS, That pursuant to the
9 Illinois State Auditing Act, the Illinois State Senate
10 directs the Auditor General to conduct a program and
11 management audit of the Illinois Department of Public Aid's
12 KidCare program; and be it further
13 RESOLVED, That the Auditor General, in the course of the
14 program and management audits, is directed to specifically
15 audit and evaluate the following:
16 1. The Department of Public Aid's compliance with
17 federal and state laws, the State of Illinois'
18 Children's Health Insurance Plan submitted to the
19 Health Care Finance Administration, and rules,
20 regulations and policies adopted by the Department of
21 Public Aid;
22 2. The Department of Public Aid's adherence to
23 eligibility requirements, including evaluating the
24 eligibility of enrolled children, whether or not the
25 Department enrolls children for benefits prior to
26 verification of eligibility for benefits, the
27 Department's practice of allowing for one-time
28 encounter enrollments, and the Department's adherence
29 to income verification procedures;
30 3. The effectiveness of the Department's marketing
31 strategies, including the effectiveness of bid and
32 no-bid outreach contracts, broadcast and print
33 advertising and other outreach advertising mechanisms

1 targeted to increase enrollment in the program and
2 the correlation between each strategy and the number
3 of children enrolled that are attributed to that
4 specific contract or strategy;
5 4. The compliance and effectiveness of all KidCare
6 outreach contracts issued by the Department of Public
7 Aid since the creation of the KidCare program
8 including the amounts of the contracts, the bid
9 status of the contracts, the terms of the contracts,
10 the responsibilities outlined in the contracts, the
11 fulfillment of the contractors' responsibilities, and
12 verification of required contract documentation;
13 5. The application and enrollment process to ensure that
14 the families' of enrolled children have properly
15 completed applications, which include all proof of
16 information and documentation required pursuant to
17 the KidCare application;
18 6. Summarize and compare the socio-economic profile of
19 applicants and enrolled children and their families
20 based on information required on the application
21 form;
22 7. Evaluate the efficiency of the process by which
23 monthly paper eligibility cards are issued to
24 enrollees;
25 8. Evaluate the effectiveness and efficiency of the
26 eligibility redetermination process;
27 9. Using recognized public health standards, compare the
28 overall health of enrolled children with the overall
29 health of (i) privately insured children of the same
30 socio-economic status and (ii) uninsured children of
31 the same socio-economic status; and be it further
32 RESOLVED, That the Auditor General shall report his
33 findings to the Illinois General Assembly by July 1, 2002;
34 and be it further

1 RESOLVED, That a suitable copy of this preamble and
2 resolution be presented to the Auditor General and the
3 Director of the Department of Public Aid.".
