 1        AN ACT making appropriations and reappropriations.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:


 4        Division  A.  The  reappropriations  in   this   Division
 5    continue certain appropriations initially made for the fiscal
 6    year  beginning  July  1, 1996, for the purposes of the Build
 7    Illinois Program as set forth below.

 8        Section 5.  The sum of $1,000,000, or so much thereof  as
 9    may  be  necessary  and  remains unexpended on June 30, 1999,
10    from appropriations heretofore  made  for  such  purposes  in
11    Section   5   of   Public   Act   90-0585,   Article  92,  is
12    reappropriated to the Department of  Natural  Resources  from
13    the  Build Illinois Bond Fund for expenditure by the Division
14    of Water Resources for  infrastructure  improvements  to  the
15    Wood Dale/Itasca Reservoir.

16        Section  7.  The  sum  of $356,858, or so much thereof as
17    may be necessary and remains unexpended on June 30, 1999 from
18    appropriations made for such purposes in Section 7 of  Public
19    Act  90-0585, Article 92, is reappropriated to the Department
20    of Natural Resources from the Build Illinois  Bond  Fund  for
21    expenditure   by   the   Division   of  Water  Resources  for
22    infrastructure  repairs  of  the  Batavia  Dam  in   Batavia,
23    Illinois.

24        Section  14.  The  sum  of $60,000, or so much thereof as
25    may be necessary and remains unexpended  on  June  30,  1999,
26    from  appropriations  heretofore  made  for  such purposes in
27    Section  14  of  Public   Act   90-0585,   Article   92,   is
28    reappropriated  to  the  Environmental Protection Agency from

 1    the Build Illinois Bond Fund for a grant to  the  Village  of
 2    Pecatonica for a water tower.

 3        Section  15.  The  sum  of $48,800, or so much thereof as
 4    may be necessary and remains unexpended  on  June  30,  1999,
 5    from  appropriations  heretofore  made  for  such purposes in
 6    Section  15  of  Public   Act   90-0585,   Article   92,   is
 7    reappropriated  to  the  Environmental Protection Agency from
 8    the Build Illinois Bond Fund for a grant to  the  Village  of
 9    Maple Park for infrastructure improvements.

10        Section  16.  The  sum of $177,962, or so much thereof as
11    may be necessary and remains unexpended  on  June  30,  1999,
12    from  the appropriations heretofore made for such purposes in
13    Section  16  of  Public   Act   90-0585,   Article   92,   is
14    reappropriated  to  the  Environmental Protection Agency from
15    the Build Illinois Bond Fund for a grant to  the  Village  of
16    Homer for infrastructure improvements.

17        Section  21.  The  sum of $250,000, or so much thereof as
18    may be necessary and remains unexpended  on  June  30,  1999,
19    from  appropriations  heretofore  made  for  such purposes in
20    Section  21  of  Public   Act   90-0585,   Article   92,   is
21    reappropriated  from  the  Build  Illinois  Bond  Fund to the
22    Department of Natural Resources  for  rehabilitation  of  the
23    concession  building  and  other park improvements at Johnson
24    Sauk Trail State Park in Henry County.

25        Section 32.  The sum of $111,162, or so much  thereof  as
26    may  be  necessary  and  remains unexpended on June 30, 1999,
27    from appropriations heretofore  made  for  such  purposes  in
28    Section   32   of   Public   Act   90-0585,  Article  92,  is
29    reappropriated from the  Build  Illinois  Bond  Fund  to  the
30    Department of Natural Resources for all costs associated with

 1    flood  control projects for the DuPage County Forest Preserve
 2    District.

 3        Section 33.  The sum of $315,622, or so much  thereof  as
 4    may  be  necessary  and  remains unexpended on June 30, 1999,
 5    from appropriations heretofore  made  for  such  purposes  in
 6    Section   33   of   Public   Act   90-0585,  Article  92,  is
 7    reappropriated from the  Build  Illinois  Bond  Fund  to  the
 8    Capital  Development  Board  for the state match for planning
 9    for construction of the  Ag  Library  at  the  University  of
10    Illinois.

11        Section  34.  The  sum of $150,000, or so much thereof as
12    may be necessary and remains unexpended  on  June  30,  1999,
13    from  appropriations  heretofore  made  for  such purposes in
14    Section  34  of  Public   Act   90-0585,   Article   92,   is
15    reappropriated  from  the  Build  Illinois  Bond  Fund to the
16    Illinois  Environmental  Protection  Agency  for  all   costs
17    associated  with  waste  water  and  drinking  water  systems
18    development and improvements in the Village of LaGrange Park.

19        Section 36.  The sum of $1,100,000, or so much thereof as
20    may  be  necessary  and  remains unexpended on June 30, 1999,
21    from appropriations heretofore  made  for  such  purposes  in
22    Section   36   of   Public   Act   90-0585,  Article  92,  is
23    reappropriated from the  Build  Illinois  Bond  Fund  to  the
24    Illinois  Environmental  Protection Agency for a grant to the
25    Fox River Water Reclamation District for improvements for the
26    South Plant, the Skyline  Treatment  Plant  and  the  Skyline
27    Water Plant.

28        Division   B.  The   reappropriation   in  this  Division
29    continues an appropriation initially made for the fiscal year
30    beginning July 1, 1997, for the purpose of the Build Illinois

 1    Program as set forth below:

 2        Section 32.  The sum of $2,000,000, or so much thereof as
 3    may be necessary and remains unexpended  on  June  30,  1999,
 4    from  an  appropriation  heretofore  made for such purpose in
 5    Article  92,  Section  32   of   Public   Act   90-0585,   is
 6    reappropriated  to  the  Capital  Development  Board from the
 7    Build Illinois  Bond  Fund  to  plan  for  a  medical  school
 8    replacement at the University of Illinois at Chicago.

 9        Division   II.  The  reappropriations  in  this  Division
10    continue certain appropriations initially made for the fiscal
11    year beginning July 1, 1995, for the  purpose  of  the  Build
12    Illinois program set forth below.

13        Section  1-2.  The amount of $245,703, or so much thereof
14    as may be necessary and remains unexpended on June 30,  1999,
15    from  appropriations  heretofore  made  for  such purposes in
16    Article  92,  Section  1-2  of   Public   Act   90-0585,   is
17    reappropriated  from  the  Build  Illinois  Bond  Fund to the
18    Department of Natural Resources for a  grant  to  the  DuPage
19    County  Forest  Preserve District for dredging the Salt Creek
20    at the Fullersburg Dam.

21        Section 1-9.  The amount of $500,000, or so much  thereof
22    as  may be necessary and remains unexpended on June 30, 1999,
23    from appropriations heretofore  made  for  such  purposes  in
24    Article   92,   Section   1-9   of  Public  Act  90-0585,  is
25    reappropriated from the  Build  Illinois  Bond  Fund  to  the
26    Environmental  Protection Agency for a grant to the Fox River
27    Water Reclamation District for  improvements  for  the  South
28    Plant,  the  Skyline  Treatment  Plant  and the Skyline Water
29    Plant.

 1        Section 1-10.  The amount of $500,000, or so much thereof
 2    as may be necessary and remains unexpended on June 30,  1999,
 3    from  appropriations  heretofore  made  for  such purposes in
 4    Article  92,  Section  1-10  of  Public   Act   90-0585,   is
 5    reappropriated  from  the  Build  Illinois  Bond  Fund to the
 6    Department of Natural Resources for phase one construction of
 7    a Visitors' Center at Kline Creek Farms in  conjunction  with
 8    the DuPage County Forest Preserve District

 9        Division  III.  The  reappropriations  in  this  Division
10    continue certain appropriations initially made for the fiscal
11    year  beginning  July  1, 1990, for the purposes of the Build
12    Illinois Program as set forth below.

13        Section 2-6.  The following named  amounts,  or  so  much
14    thereof  as  may  be necessary, and remain unexpended on June
15    30,  1999  from  appropriations  heretofore  made  for   such
16    purposes  in  Article  92, Section 2-6 of Public Act 90-0585,
17    are reappropriated from the Build Illinois Bond Fund  to  the
18    Capital  Development  Board for the Board of Higher Education
19    for the projects hereinafter enumerated:

12    are reappropriated from the Build Illinois Bond Fund  to  the

16        Section  3-1.2a.  The  amount  of  $1,000,000, or so much
17    thereof as may be necessary and remains  unexpended  on  June
18    30,  1999,  from  appropriations  heretofore  made  for  such
19    purposes in Article 92, Section 3-1.2a of Public Act 90-0585,
20    is  reappropriated  from  the Build Illinois Purposes Fund to
21    the Department of Commerce and Community  Affairs  for  loans
22    and  grants  to  units of local government for infrastructure
23    improvements.

24        Section 3-1.3.  The following named amounts, or  so  much
25    thereof as may be necessary and remain unexpended on June 30,
26    1999,  from  appropriations heretofore made for such purposes
27    in Article 92, Section  3-1.3  of  Public  Act  90-0585,  are
28    reappropriated  from  the  Build  Illinois  Bond  Fund to the
29    Department   of   Transportation   for   land    acquisition,
30    engineering,    and    contract   costs   for   construction,
31    reconstruction, extension, and improvement of State highways.

18    large equipment purchase  at  the  Crawford  Industrial  Park
19    located at 47th Street and Pulaski Road.

20        Section  3-6.2e.  The  amount  of  $20,400,  or  so  much
21    thereof  as  may  be necessary and remains unexpended on June
22    30,  1999,  from  appropriations  heretofore  made  for  such
23    purposes in Section 3-6.2e of Public Act 90-0585, Article 92,
24    is reappropriated from the Build Illinois Bond  Fund  to  the
25    Secretary  of  State for making grants to the City of Chicago
26    for planning, construction,  reconstruction,  rehabilitation,
27    and  all  necessary  costs  for the following branches of the
28    Chicago Public Library at the  approximate  costs  set  forth
29    below:

25        Section  4-1.4.  The  amount  of  $104,000,  or  so  much
26    thereof  as  may  be necessary and remains unexpended on June
27    30,  1999,  from  appropriations  heretofore  made  for  such
28    purposes in Section 4-1.4 of Public Act 90-0585, Article  92,
29    is  reappropriated  from  the Build Illinois Purposes Fund to
30    the Department of Commerce and Community  Affairs  for  loans
31    and  grants  to  units of local government for infrastructure

 2        Section 4-1.13.  The  amount  of  $614,955,  or  so  much
 3    thereof  as  may  be necessary and remains unexpended on June
 4    30,  1999,  from  appropriations  heretofore  made  for  such
 5    purposes in Section 4-1.13 of Public Act 90-0585, Article 92,
 6    is reappropriated from the Build Illinois Bond  Fund  to  the
 7    Department of Natural Resources for the following projects at
 8    the approximate costs set forth below:
 9    Des   Plaines   Watershed  Mitigation  -  Cook,
10        DuPage,   and   Lake   Counties    -    For
11        implementation  of  flood hazard mitigation

 1        Section  5-1.10.  The  amount  of  $90,789,  or  so  much
 2    thereof  as  may  be necessary and remains unexpended on June
 3    30,  1999,  from  appropriations  heretofore  made  for  such
 4    purposes in Section 5-1.10 of Public Act 90-0585, Article 92,
 5    is reappropriated from the Build Illinois  Purposes  Fund  to
 6    the  Department  of  Commerce and Community Affairs for loans
 7    and grants to units of local  government  for  infrastructure
 8    improvements.

 9        Section  5-1.11.  The  amount  of  $116,044,  or  so much
10    thereof as may be necessary and remains  unexpended  on  June
11    30,  1999,  from  appropriations  heretofore  made  for  such
12    purposes in Section 5-1.11 of Public Act 90-0585, Article 92,
13    is  reappropriated  from  the Build Illinois Purposes Fund to
14    the Department of Commerce and Community Affairs  for  grants
15    and  loans to establish and operate small business incubators
16    under the Small Business Incubator Program.

17        Division  VII.  The  Reappropriations  in  this  Division
18    continue certain appropriations initially made for the fiscal
19    year beginning July 1, 1986, for the purposes  of  the  Build
20    Illinois Program set forth below.

21        Section  6-1.13.  The  amount  of  $144,887,  or  so much
22    thereof as may be necessary and remains  unexpended  on  June
23    30,  1999,  from  appropriations  heretofore  made  for  such
24    purposes in Section 6-1.13 of Public Act 90-0585, Article 92,
25    is  reappropriated  from  the Build Illinois Bond Fund to the
26    Environmental Protection Agency for making grants to units of
27    local government  for  the  planning,  design,  construction,
28    rehabilitation  and  any other necessary costs for wastewater
29    treatment facilities and for  plans,  construction,  repairs,
30    improvements  and  any  other  necessary  costs for sewer and
31    water supply systems.

 1        Section  6-1.21.  The  amount  of  $20,058,  or  so  much
 2    thereof as may be necessary and remains  unexpended  on  June
 3    30,  1999,  from  appropriations  heretofore  made  for  such
 4    purposes in Section 6-1.21 of Public Act 90-0585, Article 92,
 5    is  reappropriated  from  the Build Illinois Bond Fund to the
 6    Department of Natural Resources  for  costs  associated  with
 7    drainage, flood control and related improvements.

 8        Section  6-2.7.  The  amount  of  $425,000,  or  so  much
 9    thereof  as  may  be necessary and remains unexpended on June
10    30,  1999,  from  appropriations  heretofore  made  for  such
11    purposes in Section 6-2.7 of Public Act 90-0585, Article  92,
12    is  reappropriated  from  the Build Illinois Bond Fund to the
13    Environmental  Protection  Agency  for   the   planning   and
14    improvement of a water system in Edinburg.

15        Section 6-2.8.  The amount of $50,000, or so much thereof
16    as  may be necessary and remains unexpended on June 30, 1999,
17    from appropriations heretofore  made  for  such  purposes  in
18    Section   6-2.8   of  Public  Act  90-0585,  Article  92,  is
19    reappropriated from the  Build  Illinois  Bond  Fund  to  the
20    Environmental   Protection   Agency   for  the  planning  and
21    construction of a waterworks components system in the Village
22    of Elburn.

23        Section 6-2.14.  The  amount  of  $100,000,  or  so  much
24    thereof  as  may  be necessary and remains unexpended on June
25    30,  1999,  from  appropriations  heretofore  made  for  such
26    purposes in Section 6-2.14 of Public Act 90-0585, Article 92,
27    is reappropriated from the Build Illinois Bond  Fund  to  the
28    Environmental  Protection  Agency  for  planning,  design and
29    construction of Crystal Lake sewer.

30        Section 6-2.25.  The  amount  of  $310,000,  or  so  much

 1    thereof  as  may  be necessary and remains unexpended on June
 2    30,  1999,  from  appropriations  heretofore  made  for  such
 3    purposes in Section 6-2.25 of Public Act 90-0585, Article 92,
 4    is reappropriated from the Build Illinois Bond  Fund  to  the
 5    Environmental   Protection   Agency   for   a  grant  to  the
 6    Brookfield-North  Riverside  Water  Commission,  serving  the
 7    towns of Brookfield, North Riverside, La Grange  Park,  Lyons
 8    and Riverside for water supply system improvements.

 9        Section  6-2.27.  The  amount  of  $136,000,  or  so much
10    thereof as may be necessary and remains  unexpended  on  June
11    30,  1999,  from  appropriations  heretofore  made  for  such
12    purposes in Section 6-2.27 of Public Act 90-0585, Article 92,
13    is  reappropriated  from  the Build Illinois Bond Fund to the
14    Department of Natural Resources for the design,  construction
15    and  land  acquisition  of  a retention basin in East Chicago
16    Heights.

17        Section  6-3.22.  The  amount  of  $50,000,  or  so  much
18    thereof as may be necessary and remains  unexpended  on  June
19    30,  1999,  from  appropriations  heretofore  made  for  such
20    purposes in Section 6-3.22 of Public Act 90-0585, Article 92,
21    is  reappropriated  from  the Build Illinois Bond Fund to the
22    Department of Natural Resources for the purpose of a grant to
23    the  Rockford  Park  District  for   land   acquisition   and
24    development  of  a park near the Illinois Central train depot
25    in downtown Rockford.

26        Section 6-3.32.  The  amount  of  $140,000,  or  so  much
27    thereof  as  may  be necessary and remains unexpended on June
28    30,  1999,  from  appropriations  heretofore  made  for  such
29    purposes in Section 6-3.32 of Public Act 90-0585, Article 92,
30    is reappropriated from the Build Illinois Bond  Fund  to  the
31    Department  of Commerce and Community Affairs for the purpose

 1    of a grant to the City of Elgin for extension of sewer  lines
 2    to the Northeast Subarea.

 3        Section 6-4.4.  The amount of $49,500, or so much thereof
 4    as  may be necessary and remains unexpended on June 30, 1999,
 5    from appropriations heretofore  made  for  such  purposes  in
 6    Section   6-4.4   of  Public  Act  90-0585,  Article  92,  is
 7    reappropriated from the Build Illinois Purposes Fund  to  the
 8    Department  of Transportation for a grant to Canteen Township
 9    in St. Clair County for road repairs.

10        Section  6-4.8.  The  amount  of  $198,000,  or  so  much
11    thereof as may be necessary and remains  unexpended  on  June
12    30,  1999,  from  appropriations  heretofore  made  for  such
13    purposes  in Section 6-4.8 of Public Act 90-0585, Article 92,
14    is reappropriated from the Build Illinois  Purposes  Fund  to
15    the  Department  of  Natural Resources for a recreational and
16    flood control project and retention  basin  in  the  City  of
17    Sycamore.

27    purposes in Section 10A of Public Act 90-0585, Article 92, is
28    reappropriated from the  Build  Illinois  Bond  Fund  to  the
29    Environmental  Protection Agency for grants to units of local
30    government  for  sewer  systems  and   wastewater   treatment

 3        Section  10B.  The  amount  of  $82,094,568,  or  so much

 6    purposes in Section 10B of Public Act 90-0585, Article 92, is
 7    reappropriated  from  the  Build  Illinois  Bond  Fund to the
 8    Environmental Protection  Agency  for  wastewater  compliance
 9    grants  to  units  of  local government for sewer systems and
10    wastewater treatment facilities pursuant  to  procedures  and
11    rules  established  under the Anti-Pollution Bond Act.  These
12    grants are limited to projects for which the local government
13    provides at least 30% of  the  project  cost.   There  is  an
14    approved project compliance plan, and there is an enforceable
15    compliance  schedule  prior  to  the  grant award.  The grant
16    award will be based on eligible project cost contained in the
17    approved compliance plan.

18        Section 10C.  The following named  amounts,  or  so  much

27    as may be necessary, and remains unexpended on June 30,  1999
28    from  appropriations  heretofore  made  for  such purposes in
29    Article  92,  Section  10F  of   Public   Act   90-0585,   is
30    reappropriated  from  the  Build  Illinois  Bond  Fund to the
31    Capital Development Board for  Southern  Illinois  University
32    for     miscellaneous    capital    improvements    including

26    Department  of  Natural  Resources for a grant to the Chicago
27    Park District for costs associated with  the  repair  of  the
28    Lake  Michigan  shoreline in Chicago.  The reappropriation in
29    this  division  was  initially  made  for  the  fiscal   year
30    beginning July 1, 1998.

31        Division    XII.  This   Division   contains   provisions

 1    governing the  expenditure  of  funds  appropriated  in  this
 2    Article.

 3        Section  10-1.1.  No  contract  shall  be entered into or
 4    obligation   incurred   for   any   expenditures   from   the
 5    appropriations made in this Article until after the  purposes
 6    and amounts have been approved in writing by the Governor.

 7        Section  99.   Effective  date.  This Act takes effect on
 8    July 1, 1999.
