 1                    AMENDMENT TO SENATE BILL 596

 2        AMENDMENT NO.     .  Amend Senate Bill 596, by  replacing
 3    everything after the enacting clause with the following:

 4                     "CONSERVATION 2000 PROGRAM
 5        Section 1.  The amount of $5,500,000 is appropriated from
 6    the  Capital  Development  Fund  to the Department of Natural
 7    Resources for deposit into  the  Conservation  2000  Projects
 8    Fund.

 9        Section  2.  The sum of $6,100,000, new appropriation, is
10    appropriated, and the sum of $6,651,800, or so  much  thereof
11    as may be necessary and as remains unexpended at the close of
12    business  on  June  30,  1999, from appropriations heretofore
13    made in Article 51, Section  2  of  Public  Act  90-0585,  is
14    reappropriated   from  the  Conservation  2000  Fund  to  the
15    Department of Natural Resources  for  the  Conservation  2000
16    Program to implement ecosystem-based management for Illinois'
17    natural resources.

18        Section  3.  The sum of $5,500,000, or so much thereof as
19    may be necessary, is appropriated from the Conservation  2000
20    Projects  Fund to the Department of Natural Resources for the
21    following projects at the approximate costs set forth below:

 2      Acquisition of land and long-term
 3       easements, and cost-shared natural resource

 5       management of Illinois' natural

 9        Section 4.  The sum of $12,179,600 or so much thereof  as
10    may  be  necessary  and as remains unexpended at the close of
11    business on June 30,  1999,  from  appropriations  heretofore
12    made for such purposes in Article 51, Section 3 and Section 4
13    of   Public   Act   90-0585,   is   reappropriated  from  the
14    Conservation 2000 Projects Fund to the Department of  Natural
15    Resources for the following projects at the approximate costs
16    set forth below:

18      Acquisition of land and long-term

30                     ILLINOIS RIVER INITIATIVES
31        Section 6.  The sum of $8,000,000, new appropriation,  is
32    appropriated and the sum of $4,628,800, or so much thereof as
33    may  be  necessary  and as remains unexpended at the close of

 1    business on June 30,  1999,  from  appropriations  heretofore
 2    made  in  Article  51,  Section  6  of Public Act 90-0585, is
 3    reappropriated  from  the  General  Revenue   Fund   to   the
 4    Department  of  Natural  Resources  for  the non-federal cost
 5    share  of  a  Conservation  Reserve  Enhancement  Program  to
 6    establish  long-term  contracts  and  permanent  conservation
 7    easements in the Illinois River  Basin;  to  fund  cost-share
 8    assistance  to  landowners to encourage approved conservation
 9    practices in environmentally sensitive  and  highly  erodible
10    areas of the Illinois River Basin; and to fund the monitoring
11    of  long term improvements of these conservation practices as
12    required in the Memorandum of Agreement between the State  of
13    Illinois and the United States Department of Agriculture.

12        No funds in this Section may be expended in excess of the
13    revenues  deposited  in  the  Park  and  Conservation Fund as
14    provided for in Section 2-119 of the Illinois Vehicle Code.

15                             FOR TRAILS
16        Section 22.  The sum of $1,200,000, new appropriation, is
17    appropriated, and the sum of $1,027,200, or so  much  thereof
18    as may be necessary and as remains unexpended at the close of
19    business  on  June 30, 1999, from an appropriation heretofore
20    made in Article 51, Section 21  of  Public  Act  90-0585,  is
21    reappropriated  from  the  Park  and Conservation Fund to the
22    Department of  Natural  Resources  for  the  development  and
23    maintenance of recreational trails and trail-related projects
24    authorized   under   the  Intermodal  Surface  Transportation
25    Efficiency Act of 1991, provided such amount shall not exceed

28                         FOR WATERFOWL AREAS
29        Section  23.  The  sum of $300,000, new appropriation, is

22    reappropriated   from   the   General  Revenue  Fund  to  the
23    Department of Natural Resources for  Illinois  River  cleanup
24    and dredging at Ballard's Island Harbor.

25             GRANTS AND REIMBURSEMENTS - GENERAL OFFICE
26        Section 55.  The amount of $2,914,300, or so much thereof
27    as  may  be  necessary, is appropriated from the Horse Racing
28    Tax Allocation Fund to the Department  of  Natural  Resources
29    for  contributions  of  funds  to  park  districts  and other
30    entities as provided by the "Illinois  Horse  Racing  Act  of
31    1975"  and  to  public  museums and aquariums located in park

 6    Fund to the Department of Natural Resources  for  acquisition
 7    and  development, including grants, for the implementation of
 8    the North  American  Waterfowl  Management  Plan  within  the
 9    Dominion  of  Canada  or the United States which specifically
10    provides waterfowl for the Mississippi Flyway.

11        Section 57.  The sum of $155,000, or so much  thereof  as
12    may  be  necessary,  is appropriated from the State Migratory
13    Waterfowl Stamp Fund to the Department of  Natural  Resources
14    for the payment of grants for the implementation of the North
15    American  Waterfowl  Management  Plan  within the Dominion of
16    Canada or  the  United  States  which  specifically  provides
17    waterfowl  to  the  Mississippi  Flyway  as  provided  in the
18    "Wildlife Code", as amended.

19        Section 58.  The sum of $625,000, new  appropriation,  is
20    appropriated,  and  the sum of $1,615,000, or so much thereof
21    as may be necessary and as remains unexpended at the close of
22    business on June 30,  1999,  from  appropriations  heretofore
23    made  in  Article  51,  Section  38 of Public Act 90-0585, is
24    reappropriated from the Illinois Forestry Development Fund to
25    the Department of Natural Resources for the payment of grants
26    to timber growers for implementation of  acceptable  forestry
27    management  practices  as  provided in the "Illinois Forestry
28    Development Act" as now or hereafter amended.

29        Section 59.  The sum of $150,000, or so much  thereof  as
30    may  be necessary, is appropriated from the State Boating Act

20        Section  62.  The  sum of $725,000, new appropriation, is
21    appropriated and the sum of $3,918,000, or so much thereof as
22    may be necessary and as remains unexpended, less $100,000  to
23    be  lapsed  from  the  unexpended  balance  at  the  close of
24    business on June 30,  1999,  from  appropriations  heretofore
25    made  in  Article  51,  Section  45 of Public Act 90-0585, is
26    reappropriated  from  the  State  Boating  Act  Fund  to  the
27    Department of Natural Resources for  the  administration  and
28    payment  of  grants  to  local  governmental  units  for  the

25    Park District for all costs associated with dredging and site
26    improvements.

27        Section 66.  The sum of $3,000,000, or so much thereof as

30    made  in  Article  51,  Section 123 of Public Act 90-0585, is

23    may be necessary is appropriated  from  the  State  Migratory
24    Waterfowl  Stamp  Fund to the Department of Natural Resources
25    for the payment of grants for the  development  of  waterfowl
26    propagation areas within the Dominion of Canada or the United
27    States   which   specifically   provide   waterfowl  for  the

 5    the Department of Natural Resources from the Abandoned  Mined
 6    Lands  Set  Aside  Fund  for  grants and contracts to conduct
 7    research, planning  and  construction  to  eliminate  hazards
 8    created  by  abandoned mines and any other expenses necessary
 9    for emergency response.

10             GRANTS AND REIMBURSEMENTS - WATER RESOURCES
11        Section 101.  The sum of $600,000, or so much thereof  as
12    may  be  necessary,  is  appropriated  to  the  Department of
13    Natural Resources for expenditure  by  the  Office  of  Water
14    Resources   from  the  Flood  Control  Land  Lease  Fund  for
15    disbursement of monies received pursuant to Act  of  Congress
16    dated September 3, 1954 (68 Statutes 1266, same as appears in
17    Section  701c-3,  Title  33,  United  States Code Annotated),
18    provided such disbursement shall be  in  compliance  with  15
19    ILCS 515/1 Illinois Compiled Statutes.

20        Section  102.  The  sum of $3,000,000, or so much thereof
21    as may be necessary and remains unexpended at  the  close  of
22    business  on  June 30, 1999, from an appropriation heretofore
23    made in Article 51, Section 87  of  Public  Act  90-0585,  is
24    reappropriated   from   the   General  Revenue  Fund  to  the
25    Department of Natural Resources for a  grant  to  the  DuPage
26    County Forest Preserve for all costs associated with the Salt
27    Creek Greenway.

28        Section  103.  In  addition to any other amounts, the sum
29    of $1,000,000, or so much thereof as may be necessary and  as
30    remains unexpended at the close of business on June 30, 1999,

 1    from  an appropriation heretofore made in Article 51, Section
 2    88 of Public Act 90-0585, is reappropriated to the Department
 3    of Natural Resources from the  General  Revenue  Fund  for  a
 4    grant  to  the Village of Midlothian for all costs associated
 5    with the  planning,  construction,  and  development  of  the
 6    Midlothian Retention Basin.

 7        Section  104.  The  sum of $1,000,000, or so much thereof
 8    as may be necessary and as remains unexpended at the close of
 9    business on June 30, 1999, from an  appropriation  heretofore
10    made  in  Article  51,  Section 110 of Public Act 90-0585, is
11    reappropriated from  the  Capital  Development  Fund  to  the
12    Department  of Natural Resources for a grant to the Botanical
13    Gardens for capital improvements.

14        Section 105.  The sum of $2,500,000, or so  much  thereof
15    as may be necessary and as remains unexpended at the close of
16    business  on  June 30, 1999, from an appropriation heretofore
17    made in Article 51, Section 115 of  Public  Act  90-0585,  is
18    reappropriated   from   the   General  Revenue  Fund  to  the
19    Department of Natural Resources for a grant  to  the  Chicago
20    Park District for all costs associated with dredging.

21        Section  106.  The sum of $125,000, or so much thereof as
22    may be necessary, and as remains unexpended at the  close  of
23    business  on  June 30, 1999, from an appropriation heretofore
24    made in Article 51, Section 117 of  Public  Act  90-0585,  is
25    reappropriated   from   the   General  Revenue  Fund  to  the
26    Department of Natural  Resources  for  a  grant  to  Palatine
27    Township  for  all  costs  associated with the alleviation of
28    flooding.

29        Section 107. The sum of $250,000, or so much  thereof  as
30    may  be  necessary  and as remains unexpended at the close of

 1    business on June 30, 1999, from an  appropriation  heretofore
 2    made  in  Article  51,  Section 145 of Public Act 90-0585, as
 3    amended, is reappropriated from the General Revenue  Fund  to
 4    the  Department  of  Natural  Resources  for  a  grant to the
 5    Village  of  Lemont  for  Logan  Street  Detention  Pond  and
 6    associated down stream flood control improvements.

 7        Section 108. The sum of $150,000, or so much  thereof  as
 8    may  be  necessary  and as remains unexpended at the close of
 9    business on June 30, 1999, from an  appropriation  heretofore
10    made  in  Article  51,  Section 151 of Public Act 90-0585, is
11    reappropriated  from  the  General  Revenue   Fund   to   the
12    Department  of  Natural  Resources for a grant to the City of
13    Lockport for flood control.

14        Section 109.  The sum of $200,000, or so much thereof  as
15    may  be  necessary, and as remains unexpended at the close of
16    business on June 30, 1999, from an  appropriation  heretofore
17    made  in  Article  51,  Section 158 of Public Act 90-0585, is
18    reappropriated  from  the  General  Revenue   Fund   to   the
19    Department  of  Natural  Resources for a grant to the City of
20    Georgetown to continue its study of public water needs.

21        Section 110.  The sum of $288,000, or so much thereof  as
22    may  be  necessary  and as remains unexpended at the close of
23    business on June 30, 1999, from an  appropriation  heretofore
24    made  in  Article  51,  Section 222 of Public Act 90-0585, is
25    reappropriated  from  the  General  Revenue   Fund   to   the
26    Department  of Natural Resources for a grant to Peoria County
27    for flood hazard mitigation and land acquisition.

28                        GRANTS - STATE MUSEUM
29        Section 111.  The amount of $450,000, or so much  thereof
30    as  may  be  necessary and remains unexpended at the close of

 1    business on June 30, 1999, from an  appropriation  heretofore
 2    made  in  Article  51,  Section  91 of Public Act 90-0585, is
 3    reappropriated from  the  Capital  Development  Fund  to  the
 4    Department  of Natural Resources for grants to public museums
 5    for permanent improvements.

 6        Section 112.  The sum of $10,000,000, new  appropriation,
 7    is  appropriated  and  the  sum  of  $10,000,000,  or so much
 8    thereof as may be necessary, and as remains unexpended at the
 9    close of business on June 30,  1999,  from  an  appropriation
10    heretofore  made  in  Article  51,  Section  92 of Public Act
11    90-0585, is reappropriated from the Capital Development  Fund
12    to  the  Department of Natural Resources for grants to public
13    museums for permanent improvements.

14        Section 113.  The sum of $5,000,000,  new  appropriation,
15    is  appropriated  and  the  the sum of $5,000,000, or so much
16    thereof as may be necessary and as remains unexpended at  the
17    close  of  business  on  June 30, 1999, from an appropriation
18    heretofore made in Article 51,  Section  92a  of  Public  Act
19    90-0585, is appropriated from the General Revenue Fund to the
20    Department  of Natural Resources for education and technology
21    partnerships  between  museums  and  schools   and   expenses
22    connected with the administration of grants to museums.

23        Section  114.  No  contract  shall  be  entered  into  or
24    obligation   incurred   or   any  expenditure  made  from  an
25    appropriation herein made in Sections 1, 2, 3, 4, 6, 18,  19,
26    20,  21,  22, 26, 27, 28, 36, 37, 40, 41, 42, 43, 44, 45, 46,
27    53, 61, 63, 64, 79, 81, 82, 85, 90, 104, 111, and  112  until
28    after  the  purpose  and  amount of such expenditure has been
29    approved in writing by the Governor.

30        Section 999.  Effective date.  This Act takes effect July
