91_SB0596sam002 SRA91SB0596MJcpam02 1 AMENDMENT TO SENATE BILL 596 2 AMENDMENT NO. . Amend Senate Bill 596, by replacing 3 everything after the enacting clause with the following: 4 "CONSERVATION 2000 PROGRAM 5 Section 1. The amount of $5,500,000 is appropriated from 6 the Capital Development Fund to the Department of Natural 7 Resources for deposit into the Conservation 2000 Projects 8 Fund. 9 Section 2. The sum of $6,100,000, new appropriation, is 10 appropriated, and the sum of $6,651,800, or so much thereof 11 as may be necessary and as remains unexpended at the close of 12 business on June 30, 1999, from appropriations heretofore 13 made in Article 51, Section 2 of Public Act 90-0585, is 14 reappropriated from the Conservation 2000 Fund to the 15 Department of Natural Resources for the Conservation 2000 16 Program to implement ecosystem-based management for Illinois' 17 natural resources. 18 Section 3. The sum of $8,000,000, new appropriation, is 32 appropriated and the sum of $4,628,800, or so much thereof as 33 may be necessary and as remains unexpended at the close of -6- SRA91SB0596MJcpam02 1 business on June 30, 1999, from appropriations heretofore 2 made in Article 51, Section 6 of Public Act 90-0585, is 3 reappropriated from the General Revenue Fund to the 4 Department of Natural Resources for the non-federal cost 5 share of a Conservation Reserve Enhancement Program to 6 establish long-term contracts and permanent conservation 7 easements in the Illinois River Basin; to fund cost-share 8 assistance to landowners to encourage approved conservation 9 practices in environmentally sensitive and highly erodible 10 areas of the Illinois River Basin; and to fund the monitoring 11 of long term improvements of these conservation practices as 12 required in the Memorandum of Agreement between the State of 13 Illinois and the United States Department of Agriculture. 14 Section 7. The amount of $220,700, or so much thereof 12 as may be necessary and as remains unexpended at the close of 13 business on June 30, 1999, from an appropriation heretofore 14 made in Article 51, Section 44 of Public Act 90-0585, is 15 reappropriated from the Capital Development Fund to the 16 Department of Natural Resources for land acquisition and 17 development grants to units of local government in 18 conjunction with a flood hazard mitigation plan along 19 Butterfield Creek in cooperation with units of government. 20 Section 62. The sum of $275,000, new appropriation, is 11 appropriated and the sum of $200,000, or so much thereof as 12 may be necessary and as remains unexpended at the close of 13 business on June 30, 1999, from appropriations heretofore 14 made in Article 51, Section 70 of Public Act 90-0585, is 15 reappropriated from the Off Highway Vehicle Trails Fund to 16 the Department of Natural Resources for grants to units of 17 local governments, not-for-profit organization, and other 18 groups to operate, maintain and acquire land for off-highway 19 vehicle trails and parks as provide for in the Recreational 20 Trails of Illinois Act, including administration, 21 enforcement, planning and implementation of this Act. 22 Section 88. The sum of $155,000, or so much thereof as 23 may be necessary is appropriated from the State Migratory 24 Waterfowl Stamp Fund to the Department of Natural Resources 25 for the payment of grants for the development of waterfowl 26 propagation areas within the Dominion of Canada or the United 27 States which specifically provide waterfowl for the 28 Mississippi Flyway as provided in the "Wildlife Code", as 29 amended. 30 Section 89. The sum of $110,000, or so much thereof as 19 may be necessary, is appropriated from the Plugging and 20 Restoration Fund to the Department of Natural Resources, 21 Office of Mines and Minerals for the Landowner Grant Program 22 authorized under the Oil and Gas Act, as amended by Public 23 Act 90-0260. 24 Section 99. The amount of $450,000, or so much thereof 30 as may be necessary and remains unexpended at the close of -64- SRA91SB0596MJcpam02 1 business on June 30, 1999, from an appropriation heretofore 2 made in Article 51, Section 91 of Public Act 90-0585, is 3 reappropriated from the Capital Development Fund to the 4 Department of Natural Resources for grants to public museums 5 for permanent improvements. 6 Section 112. The sum of $10,000,000, new appropriation, 7 is appropriated and the sum of $10,000,000, or so much 8 thereof as may be necessary, and as remains unexpended at the 9 close of business on June 30, 1999, from an appropriation 10 heretofore made in Article 51, Section 92 of Public Act 11 90-0585, is reappropriated from the Capital Development Fund 12 to the Department of Natural Resources for grants to public 13 museums for permanent improvements. 14 Section 113. The sum of $5,000,000, new appropriation, 15 is appropriated and the the sum of $5,000,000, or so much 16 thereof as may be necessary and as remains unexpended at the 17 close of business on June 30, 1999, from an appropriation 18 heretofore made in Article 51, Section 92a of Public Act 19 90-0585, is appropriated from the General Revenue Fund to the 20 Department of Natural Resources for education and technology 21 partnerships between museums and schools and expenses 22 connected with the administration of grants to museums. 23 Section 114. No contract shall be entered into or 24 obligation incurred or any expenditure made from an 25 appropriation herein made in Sections 1, 2, 3, 4, 6, 18, 19, 26 20, 21, 22, 26, 27, 28, 36, 37, 40, 41, 42, 43, 44, 45, 46, 27 53, 61, 63, 64, 79, 81, 82, 85, 90, 104, 111, and 112 until 28 after the purpose and amount of such expenditure has been 29 approved in writing by the Governor. 30 Section 999. Effective date. This Act takes effect July -65- SRA91SB0596MJcpam02 1 1, 1999.".
