      New Act
          Creates the Year 2000 Computer  Date  Change  Task  Force
      Act.   Provides  for appointment by executive and legislative
      branch officers of a 15-member task force to  report  to  the
      Governor  and  the  General Assembly upon problems associated
      with  and  possible  solutions  for  the  failure  of   State
      government  computers  to recognize the year 2000.  Effective
      immediately.

 1        AN ACT creating the Year 2000 Computer Date  Change  Task
 2    Force.
 3        Be  it  enacted  by  the People of the State of Illinois,
 4    represented in the General Assembly:
 5        Section 1.  Short title.  This Act may be  cited  as  the
 6    Year 2000 Computer Date Change Task Force Act.
 7        Section  5.   Creation;  purpose.  The Year 2000 Computer
 8    Date Change Task Force is created to evaluate  and  recommend
 9    ways  for  all  State  agencies,  whether  in  the executive,
10    legislative, or  judicial  branch  of  State  government,  to
11    continue  their efforts to avoid computer, computer software,
12    and computer data problems associated with computers owned or
13    operated  by  State  agencies  through  their  employees   or
14    officers  related to the potential inability of computers and
15    computer software to recognize the date of "January 1,  2000"
16    and subsequently produce, calculate, or generate an erroneous
17    date or otherwise fail to function.
18        Section 10.  Membership.  The Task Force shall consist of
19    15 members appointed as follows:
20        2  representatives  of State government, appointed by the
21    Governor;
22        2 representatives of the computer industry, appointed  by
23    the Governor;
24        one public member, appointed by the Governor; and
25        10  other  members,  appointed one each by the Lieutenant
26    Governor, Secretary of State, Attorney General,  Comptroller,
27    Treasurer,  Auditor General, President of the Senate, Speaker
28    of the House  of  Representatives,  Minority  Leader  of  the
29    Senate, and Minority Leader of the House of Representatives.

 1        Section  15.  Organization.  The Governor shall designate
 2    one member of the Task Force  to  serve  as  chairperson.   A
 3    majority of Task Force members shall constitute a quorum.
 4        Any vacancy in the Task Force shall be filled in the same
 5    manner as the original appointment.
 6        The  Task  Force  shall  hold its first meeting not later
 7    than 60 days following the appointment of a majority  of  its
 8    members.
 9        Section  20.   Expenses;  assistance.  Task Force members
10    shall receive no compensation except for  necessary  expenses
11    incurred in the performance of their duties.
12        Staff  and  technical assistance for the Task Force shall
13    be provided by State departments and agencies  designated  by
14    the Governor to provide that assistance.
15        Section  25.   Report.  Not later than 6 months after its
16    first meeting, the Task Force shall submit  to  the  Governor
17    and  General  Assembly  its  report,  which shall contain the
18    following:
19        (1)  a status report  regarding  the  progress  of  State
20    agencies'   current   efforts  to  avoid  computer,  computer
21    software, and computer data problems associated with the Year
22    2000 date change;
23        (2)  recommendations for legislative and other  proposals
24    to  assist State agencies to further their current efforts to
25    avoid computer, computer software, and computer data problems
26    associated with the Year 2000 date change;
27        (3)  actions that should be taken by  State  agencies  to
28    continue  their efforts to avoid computer, computer software,
29    and computer data problems associated with the Year 2000 date
30    change;
31        (4)  recommendations regarding  the  need  for  increased
32    appropriations  or better management of current funds so that

 1    State agencies may continue their efforts to avoid  computer,
 2    computer software, and computer data problems associated with
 3    the Year 2000 date change;
 4        (5)  recommendations for providing oversight of the final
 5    stages  of  effort  by  State  agencies  to  avoid  computer,
 6    computer software, and computer data problems associated with
 7    the Year 2000 date change;
 8        (6)  recommendations   regarding   measures   for   State
 9    agencies to take in order to avoid potential liability on the
10    part  of  State  agencies  associated with computer, computer
11    software, and computer data problems associated with the Year
12    2000 date change; and
13        (7)  any  additional  recommendations  to   further   the
14    efforts   by  State  agencies  to  avoid  computer,  computer
15    software, and computer data problems associated with the Year
16    2000 date change.
17        Section 99.  Effective date.  This Act takes effect  upon
18    becoming law.
