proceeds of new college savings bonds may be used only for
funding capital projects at State universities.

1 AN ACT to amend the Baccalaureate Savings Act by adding
2 Section 4.5.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Baccalaureate Savings Act is amended by
6 adding Section 4.5 as follows:
7 (110 ILCS 920/4.5 new)
8 Sec. 4.5. Use of bond proceeds. The proceeds of College
9 Savings Bonds sold after the effective date of this Section
10 may be used only for capital projects at State universities.
