SENATE RESOLUTION

WHEREAS, The members of the Illinois Senate are saddened to learn of the death of Carl J. Alexander, former police chief of the City of Danville, who passed away on March 22, 2024; and

WHEREAS, Chief Alexander was born on June 8, 1945; he attended Danville schools; he enlisted in the U.S. Army, serving in Korea, Vietnam, and Germany for more than eight years; he married Patricia Coleman; he later married Janet Williams in Las Vegas, Nevada on April 9, 1995; and

WHEREAS, Chief Alexander joined the Metropolitan Police Department in Washington, D.C. in 1969, serving as an officer for more than 22 years before retiring in October 1991; he assumed duties as chief of police with the U.S. Department of Veterans Affairs (VA) in Danville in May 1992, managing the police and security forces for three VA outpatient clinics in central Illinois; and

WHEREAS, Chief Alexander began serving as chief of police for the City of Danville in 1999; under his leadership, the Danville Police Department developed a strategic plan and mission statement for the future development of the department that remains the backbone for community policing in Danville; he was appointed the first public safety director of Danville in 2004; he retired from public service in 2007; and

WHEREAS, Chief Alexander served on several community boards, including the Danville Housing Authority Board and the Boys and Girls Club of Danville, where he also served weekly as a mentor; and

WHEREAS, Chief Alexander was preceded in death by his parents, Flossie Alexander and Robert Hillsman Sr.; his siblings, Fayette Keys, Saundra Hundley, Robert Hillsman Jr., and Collette Hillsman; and his grandparents; and

WHEREAS, Chief Alexander is survived by his wife, Janet Alexander; his children, Carla Alexander, Monica Williams, Elliott Abram, and Tim Abram; his sister, Francine (Ernest) Blanden; and his grandchildren, Ajani Young, Anya Young, Mackenzie Smith, and Ielle Abram; therefore, be it

RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of Carl J. Alexander, former police chief of the City of Danville, and extend our sincere condolences to his family, friends, and all who knew and loved him; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of Chief Alexander as an expression of our deepest sympathy.
