SENATE RESOLUTION

WHEREAS, The members of the Illinois Senate are saddened to learn of the death of Cartheda L. Welch of Peoria, who passed away on May 11, 2019; and

WHEREAS, Cartheda Welch was born in Bloomington to James and Francis (Daniels) Sargent on January 15, 1935; she married Moses Franklin Welch Sr.; and

WHEREAS, Cartheda Welch was a preschool teacher and retired as a neighborhood advocate; she was also on the Peoria County Board of Health and the City of Peoria Neighborhood Development Commission; and

WHEREAS, Cartheda Welch enjoyed traveling, skating, and shopping; and

WHEREAS, Cartheda Welch was preceded in death by her husband, Moses; her parents; her daughters, Olivia Welch and Allison Perry; her granddaughter, D'Andrea Boone; seven brothers; and one sister; and

WHEREAS, Cartheda Welch is survived by her son, M. Franklin Jr.; her daughters, D'Arbra (Duane Boone), Nadra, Carla, and Carol Welch; 11 grandchildren, including Dorothea Gulley, who was raised by her grandparents; 21 great-grandchildren; six great-great-grandchildren; her brothers, Earl (Katie) Sargent, Robert Sargent, and Francis (Josephine) Sargent; and a host of nieces, nephews, cousins, and friends; therefore, be it

RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of Cartheda L. Welch and extend our sincere condolences to her family, friends, and all who knew and loved her; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of Cartheda Welch as an expression of our deepest sympathy.
