SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of Robert G. "Bob" Dugal of Oak Park, who
4passed away on April 9, 2020 at the age of 58; and
 
5    WHEREAS, Robert Dugal was born in Evergreen Park to William
6J. Dugal Jr. and Jacqueline "Jackie" Barclay Brady Dugal on
7June 1, 1961; he attended Holmes Elementary School; he
8graduated from Oak Park and River Forest High School in 1979,
9where he was a member of the wrestling team; he earned his
10bachelor's degree in business management from Purdue
11University in West Lafayette, Indiana in 1984; and
 
12    WHEREAS, Robert Dugal was a lifelong and proud resident of
13Oak Park; he became a life member of the Democratic Party of
14Oak Park, served on Senator Philip Rock's election committee,
15assisted as a state legislative aide, conducted the ADA
16compliance survey of Oak Park's elementary schools, and coached
17girls softball and soccer; and
 
18    WHEREAS, Robert Dugal became a champion for disabled rights
19and was seen as a one-man apostle for the Americans with
20Disabilities Act; he suffered from Friederich's Ataxia, a
21progressively debilitating disease that attacks the muscles
22and nerves, and was confined to a wheelchair in adulthood; he

1pioneered the curb cut programs back in the early 1990s, which
2resulted in Oak Park transforming intersections to accommodate
3the wheelchair-bound; he worked to educate the public and was
4always available to share his expertise; and
 
5    WHEREAS, Robert Dugal was involved in a number of
6organizations, including the Oak Park Cultural Tourism
7Committee, the Friederich's Ataxia Foundation, and the
8Progress Center of Independent Living as a founding member; he
9also founded and was a lifelong member of the Oak Park
10Committee on the Disabled; he had also co-chaired Oak Park's A
11Day in Our Village festival; and
 
12    WHEREAS, Robert Dugal was known for his good heart, caring
13attitude, good humor, and independent nature; he enjoyed
14planting flowers with his mom and helping his dad with home
15repairs; and
 
16    WHEREAS, Robert Dugal was preceded in death by his parents
17and his brother, Fr. Bill Dugal; and
 
18    WHEREAS, Robert Dugal is survived by his siblings, Jack
19(Karen) Dugal, James (Nancy and the late Cheryl) Dugal M.D.,
20Mary Ellen Dugal Dwyer, Kathleen (Robyn Guest) Dugal, and
21Patricia (Timothy) Klein; his nephews and nieces, Brian M.D.,
22Michael, Jennifer N.P., Kevin Dugal, William IV (Rebecca) Dugal

1M.D., James II (Rebecca) Dugal, Patrick (Melissa Cahill) Dwyer,
2Timothy Dwyer, Kimberly Klein (Jack) Garavaglia, and Katylin
3Klein R.N.; his grandnephew, Tyler Dwyer; his true brother,
4Kelsie Hudson; his caretaker, Kathleen Kephart; and his many
5cousins, aunts, and uncles; therefore, be it
 
6    RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL
7ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
8Robert G. "Bob" Dugal and extend our sincere condolences to his
9family, friends, and all who knew and loved him; and be it
10further
 
11    RESOLVED, That a suitable copy of this resolution be
12presented to the family of Robert Dugal as an expression of our
13deepest sympathy.
