SENATE RESOLUTION

WHEREAS, The members of the Illinois Senate are saddened to learn of the death of Richard B. "Dick" Whitlock of Bloomington, who passed away on June 12, 2018; and

WHEREAS, Dick Whitlock was born in Jefferson City, Missouri to Bert Mills and Jane Edna Bingemann Whitlock on June 1, 1943; he was an Eagle Scout and throughout high school and college worked on Boy Scout camp staffs; he graduated from Gustavus Adolphus College with a Bachelor of Science in Business Education; he later earned an Master of Business Administration from the University of Illinois and married Susan Steinkamp on June 12, 1965; and

WHEREAS, Dick Whitlock taught high school business in Adrian, Minnesota; he then served for 10 years as a Boy Scout Executive in Wisconsin, Indiana, and Illinois; in 1976, he began working at Illinois Wesleyan University (IWU) and led the talented team whose achievements enabled the building of the Evelyn Chapel, the Shirk Center, Ames Library, and the Science Center; after 28 years at IWU, he retired as Vice President of University Advancement; and

WHEREAS, Dick Whitlock was an active member of the Resurrection Lutheran Church, where he enjoyed coordinating meals at Safe Harbor; he was a devoted husband and loved being a father and grandfather; and

WHEREAS, Dick Whitlock was preceded in death by his parents and his brother, Lawrence Whitlock; and

WHEREAS, Dick Whitlock is survived by his wife, Susan; his children, Richard M. and Brett R. (Jennifer) Whitlock; his grandchildren, Victoria, Angela, Owen, and Ari Whitlock; his brother, James (Missy) Whitlock; his sister, Joyce Voytek; and numerous nieces and nephews; therefore, be it

RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of Richard B. "Dick" Whitlock, and extend our sincere condolences to his family, friends, and all who knew and loved him; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of Dick Whitlock as an expression of our deepest sympathy.
