SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Pregnancy Help Center Referral Act. Provides that a person may not perform an abortion unless the person first provides the pregnant woman with the name, address, and telephone number of an organization that: (1) is within reasonable proximity of the abortion facility where the abortion will be performed; (2) has as one of its principal missions to provide education, counseling, and other assistance to help a pregnant mother maintain her relationship with and care for her unborn child; and (3) does not perform abortions, is not affiliated with any physician or entity that performs abortions, and does not refer pregnant mothers for abortions. Effective immediately.

1    AN ACT concerning pregnancy.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Pregnancy Help Center Referral Act.
 
6    Section 5. Referral required.
7    (a) A person may not perform an abortion unless the person
8first provides the pregnant woman with the name, address, and
9telephone number of an organization that:
10        (1) is within reasonable proximity of the abortion
11    facility where the abortion will be performed;
12        (2) has as one of its principal missions to provide
13    education, counseling, and other assistance to help a
14    pregnant mother maintain her relationship with and care for
15    her unborn child; and
16        (3) does not perform abortions, is not affiliated with
17    any physician or entity that performs abortions, and does
18    not refer pregnant mothers for abortions.
19    (b) As used in this Act, the term "abortion" has the
20meaning provided in Section 2 of the Illinois Abortion Law of
211975.
 
22    Section 99. Effective date. This Act takes effect upon
