SYNOPSIS AS INTRODUCED:
 
720 ILCS 5/2-3.5

    Amends the Criminal Code of 2012. In the definition of "community policing volunteer", includes a person actively participating in a positive loitering program and who is engaged in lawful conduct intended to assist any unit of government in enforcing any criminal or civil law. Provides that "positive loitering program" means a sanctioned event by a law enforcement agency to promote community policing and positive loitering within communities, including, but not limited to, a positive loitering program held in conjunction with the Chicago Alternative Policing Strategy.

1    AN ACT concerning criminal law.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Criminal Code of 2012 is amended by changing
5Section 2-3.5 as follows:
 
6    (720 ILCS 5/2-3.5)
7    Sec. 2-3.5. "Community policing volunteer" means a person
8who is summoned or directed by a peace officer or any person
9actively participating in a community policing program,
10including a positive loitering program, and who is engaged in
11lawful conduct intended to assist any unit of government in
12enforcing any criminal or civil law. For the purpose of this
13Section, "community policing program" means any plan, system or
14strategy established by and conducted under the auspices of a
15law enforcement agency in which citizens participate with and
16are guided by the law enforcement agency and work with members
17of that agency to reduce or prevent crime within a defined
18geographic area. In this Section, "positive loitering program"
19means a sanctioned event by a law enforcement agency to promote
20community policing and positive loitering within communities,
21including, but not limited to, a positive loitering program
22held in conjunction with the Chicago Alternative Policing
23Strategy.
