SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate wish to
3congratulate William E. "Bill" Cogley on the occasion of his
4retirement from the City of Elgin; and
 
5    WHEREAS, Bill Cogley has provided 34 years of exceptional
6service to the City of Elgin, making him one of the
7longest-serving department heads in the city's history; and
 
8    WHEREAS, Bill Cogley began his legal career with the City
9of Elgin in 1985; after working in the private sector for five
10years, he returned to serve the city in 1993, becoming
11corporation counsel in 1998; and
 
12    WHEREAS, Bill Cogley served as corporation counsel for the
13City of Elgin for 26 years; during his tenure, he represented
14the city in all legal matters and served as counsel to elected
15and appointed officers, including the mayor, the city council,
16the city manager, and department heads; over the course of
17holding this position, he provided legal guidance and counsel
18to five mayors and nine city managers; and
 
19    WHEREAS, Bill Cogley's commitment to City of Elgin
20extended beyond legal counsel due to his role evolving to
21include the duties of chief development officer, a position

1through which he played a pivotal role in facilitating
2annexations and development during a period of rapid city
3expansion; and
 
4    WHEREAS, Bill Cogley's involvement in numerous annexations
5and developments, including those west of Randall Road, and
6projects enhancing the city's downtown, such as the Grand
7Victoria Casino Riverboat, the Edward Schock Centre of Elgin,
8and the Central Area TIF District, has left a lasting impact on
9the City of Elgin's growth and development; and
 
10    WHEREAS, Bill Cogley's legal expertise, institutional
11knowledge, leadership, and unwavering dedication to the local
12government and community has left an indelible mark on the
13City of Elgin, contributing significantly to its success and
14progress; therefore, be it
 
15    RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL
16ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate
17William E. "Bill" Cogley on his retirement from the City of
18Elgin, and we thank him for his outstanding service,
19leadership, and dedication throughout his 34-year career; and
20be it further
 
21    RESOLVED, That a suitable copy of this resolution be
22presented to Bill Cogley as an expression of our esteem and
