    AN ACT in relation to public aid.

    Be it enacted by the People of  the  State  of  Illinois,
represented in the General Assembly:

    Section  5.  The  Illinois  Public Aid Code is amended by
adding Section 5-23 as follows:

    (305 ILCS 5/5-23 new)
    Sec. 5-23.  Transplant procedures; non-citizen  children;
study.
    (a)  The Department of Public Aid shall gather and report
the following data:
         (1)  The  number  of  children under 19 years of age
    who,  because  of  their  immigration  status,   received
    medical  coverage  from the Department only for emergency
    services during the State fiscal years  1999,  2000,  and
    2001.
         (2)  The  total  payments,  charges,  categories  of
    service,  and diagnoses of the children under 19 years of
    age who, because of their  immigration  status,  received
    medical  coverage  from the Department only for emergency
    services during the State fiscal years  1999,  2000,  and
    2001.
    (b)  The Department shall report the data to the Governor
and the General Asembly by January 1,2003.
    (c)  This Section is repealed on July 1, 2003.

    Section  99.  Effective  date. This Act takes effect upon
becoming law.
