AN ACT making appropriations.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 1. "AN ACT regarding appropriations and
reappropriations," Public Act 91-8, approved June 2, 1999, is
amended by changing Sections 230 and 270 of Article 1 as
follows:
(P.A. 91-8, Art. 1, Sec. 230)
Sec. 230. The sum of $100,000, or so much thereof as may
be necessary, is appropriated from the Fund for Illinois'
Future to the Department of Commerce and Community Affairs
Board of Higher Education for a grant to Dupage County the
Victoria Foundation for Career Connector Program start up
costs.
(P.A. 91-8, Art. 1, Sec. 270)
Sec. 270. The sum of $1,000,000, or so much thereof as
may be necessary, is appropriated from the Fund for Illinois'
Future to the Board of Higher Education for a grant to DePaul
University for technology scholarships and the High Tech
Workforce Crisis Program High-Tech work force program
scholarships for Information Technology workers.
Section 2. "AN ACT regarding appropriations and
reappropriations," Public Act 91-8, approved June 2, 1999, is
amended by changing Section 25 of Article 8 as follows:

Sec. 25. The sum of $90,000, or so much thereof as may
be necessary, is appropriated from the Fund for Illinois'
Future to Northern Illinois University for a grant to the
Division of Public Administration to provide technical
assistance to units of local government for hiring interns
through the Masters in Public Administration Program.
Section 3. "AN ACT regarding appropriations and
reappropriations," Public Act 91-8, approved June 2, 1999, is
amended by repealing Sections 205, 360 and 795 and changing
Section 215 of Article 14 as follows:

Sec. 215. The sum of $176,500, or so much thereof as may
be necessary, is appropriated from the Fund for Illinois'
Future to the Illinois State Board of Education for a grant
to the Coalition for United Community Action Dunbar Career
Academy for the Apprenticeship Preparedness Training Program
at Dunbar Career Academy.
Section 4. "AN ACT regarding appropriations and
reappropriations," Public Act 91-20, approved June 7, 1999,
is amended by changing Section 410 of Article 10 as follows:

Sec. 410. The sum of $100,000, or so much thereof as may
be necessary, is appropriated from the Capital Development
Fund to the Secretary of State for a grant to the Chicago
Public Library City of Chicago Library System for planning a

Sec. 72. The sum of $500,000, or so much thereof as may
be necessary, is appropriated from the General Revenue Fund
to the Department of Commerce and Community Affairs for a
grant to the National Conference of State Legislatures -
Chicago 2000.

Sec. 83. The sum of $300,000, or so much thereof as may
be necessary and as remains unexpended at the close of
business on June 30, 1999, from appropriations heretofore
made for such purpose in Article 74, Section 309 of Public
Act 90-0585, is reappropriated from the General Revenue Fund
to the Department of Commerce and Community Affairs for the
purpose of a grant to the Austin Cultural Arts Center for all
costs associated with general operating expenses its
planning, design, and construction.

Sec. 126. The sum of $50,000, or so much thereof as may
be necessary and as remains unexpended at the close of
business on June 30, 1999, from appropriations heretofore
made for such purpose in Article 74, Section 295 of Public
Act 90-0585, is reappropriated from the General Revenue Fund
to the Department of Commerce and Community Affairs for the
purpose of a grant to the City of Chicago Mount Greenwood
Chamber of Commerce for a median landscaping planter on
Halsted Avenue between 103rd Street and 107th Street.

Sec. 132. The sum of $100,000, or so much thereof as may
be necessary and as remains unexpended at the close of
business on June 30, 1999, from appropriations heretofore
made for such purpose in Article 74, Section 178 of Public
Act 90-0585, is reappropriated from the General Revenue Fund
to the Department of Commerce and Community Affairs for the
purpose of a grant to the Champaign County Fair Association
for new grandstands improvements at the Champaign County
Fairgrounds.

Sec. 148. The sum of $100,000, or so much thereof as may
be necessary and as remains unexpended at the close of
business on June 30, 1999, from appropriations heretofore
made for such purpose in Article 74, Section 465 of Public
Act 90-0585, as amended, is reappropriated from the General
Revenue Fund to the Department of Commerce and Community
Affairs for the purpose of a grant to the Hillsboro School
Community Unit School District #3 for construction of a new
building remodeling.

Sec. 162. The amount of $20,000, or so much thereof as
may be necessary, is appropriated from the Capital
Development Fund to the Department of Commerce and Community
Affairs for a grant to the Village of Smithton for the
purpose of purchasing equipment infrastructure improvements.

Sec. 179. The amount of $100,000, or so much thereof as
may be necessary, is appropriated from the Fund for Illinois'
Future to the Department of Commerce and Community Affairs
for a grant to Rialto Theater for all costs associated with
general repairs and maintenance asbestos abatement.

Sec. 181. The amount of $100,000, or so much thereof as
may be necessary, is appropriated from the Capital
Development Fund to the Department of Commerce and Community
Affairs for a grant to Will/Grundy County Medical Clinic for
the purpose of costs to renovate relocate facility.

Sec. 192. The amount of $50,000, or so much thereof as
may be necessary, is appropriated from the Fund for Illinois'
Future to the Department of Commerce and Community Affairs
for a one-time grant to the Church of the Good Shepherd
Community Services Organization.

Sec. 199. The amount of $100,000, or so much thereof as
may be necessary, is appropriated from the Capital
Development Fund to the Department of Commerce and Community
Affairs for a grant to the City of Sullivan for the purpose
of all costs to upgrade the city pool, and renovate the Civic
Center.

Sec. 206. The amount of $15,000, or so much thereof as
may be necessary, is appropriated from the Fund for Illinois'
Future to the Department of Commerce and Community Affairs
for a grant to the Freeburg Fire Protection District for the
purpose of purchasing equipment Thermal Imaging Cameras.

Sec. 207. The amount of $15,000, or so much thereof as
may be necessary, is appropriated from the Fund for Illinois'
Future to the Department of Commerce and Community Affairs
for a grant to the Village of Marissa for the purpose of
purchasing equipment Thermal Imaging Cameras for the fire
department.

Sec. 208. The amount of $15,000, or so much thereof as
may be necessary, is appropriated from the Fund for Illinois'
Future to the Department of Commerce and Community Affairs
for a grant to the City of Chester for the purpose of
purchasing equipment and/or a Thermal Imaging Camera for the
fire department.

Sec. 209. The amount of $50,000, or so much thereof as
may be necessary, is appropriated from the Fund for Illinois'
Future to the Department of Commerce and Community Affairs
for a grant to Midwest Center for Labor Research for the
purpose of all costs associated with job creation and
retention.

Sec. 253. The amount of $40,000, or so much thereof as
may be necessary, is appropriated from the Fund for Illinois'
Future to the Department of Commerce and Community Affairs
for a grant to the Village of Galewood for the Galewood-
Montclare Garden Club for all costs associated with
beautification of residential neighborhood and business area.

Sec. 254. The amount of $45,000, or so much thereof as
may be necessary, is appropriated from the Fund for Illinois'
Future to the Department of Commerce and Community Affairs
for a one-time grant to the Village of Belmont for the
Central Chamber of Commerce to enhance business programs
within the community.

Sec. 255. The amount of $40,000, or so much thereof as
may be necessary, is appropriated from the Fund for Illinois'
Future to the Department of Commerce and Community Affairs
for a one-time grant to the Village of Galewood for the
Galewood-Montclare Community Organization.

Sec. 256. The amount of $40,000, or so much thereof as
may be necessary, is appropriated from the Fund for Illinois'
Future to the Department of Commerce and Community Affairs
for a grant to the Montclare-Elmwood Park Chamber of Commerce
for all costs allocated with Montclare-Elmwood streetscraping
and lamp post banners.

Sec. 270. The amount of $30,000, or so much thereof as
may be necessary, is appropriated from the Fund for Illinois'
Future to the Department of Commerce and Community Affairs
for a grant to the City of Eldorado for the purpose of
purchasing a fire truck and equipment infrastructure
improvements.

Sec. 285. The amount of $15,000, or so much thereof as
may be necessary, is appropriated from the Fund for Illinois'
Future to the Department of Commerce and Community Affairs
for a grant to the City of Mounds Fire Department for all
costs associated equipment purchase the purchase of a pumper.

Sec. 286. The amount of $35,000, or so much thereof as
may be necessary, is appropriated from the Fund for Illinois'
Future to the Department of Commerce and Community Affairs
for a grant to the City of Mound City Mounds for the purchase
of fire department equipment.

Sec. 289. The amount of $14,000, or so much thereof as
may be necessary, is appropriated from the Fund for Illinois'
Future Capital Development Fund to the Department of Commerce
and Community Affairs for grants to the following

purpose of infrastructure improvements.

Sec. 297. The amount of $1,500, or so much thereof as
may be necessary, is appropriated from the Fund for Illinois'
Future to the Department of Commerce and Community Affairs
for a grant to the Haas Park Advisory Council for the purpose
of park renovations East Logan Boulevard Association.

Sec. 301. The amount of $3,000, or so much thereof as
may be necessary, is appropriated from the Fund for Illinois'
Future to the Department of Commerce and Community Affairs
for a one-time grant to the Peterson Pulaski Business and
Industrial Council Chamber of Commerce for the purpose of
capital programs, and equipment.

Sec. 308. The amount of $3,000, or so much thereof as
may be necessary, is appropriated from the Fund for Illinois'
Future to the Department of Commerce and Community Affairs
for a grant to the City of Chicago for a grant to North Park
Village for the purpose of a Senior Community Center Sidewalk
and related capital projects.

Sec. 336. The amount of $250,000, or so much thereof as
may be necessary, is appropriated from the Capital
Development Fund to the Department of Commerce and Community
Affairs for a grant to the City of Palos Heights for:

all costs associated with a new recreation center.

Sec. 339. The amount of $200,000, or so much thereof as
may be necessary, is appropriated from the Capital
Development Fund to the Department of Commerce and Community
Affairs for a grant to the Village of Midlothian for all
costs associated with constructing or repairing a water
tower. a fire station.

Sec. 365. The amount of $20,000, or so much thereof as
may be necessary, is appropriated from the Fund for Illinois'
Future to the Department of Commerce and Community Affairs
for a grant to the Village of Riverdale for the Riverdale
Juvenile Intervention Program City of Harvey for all costs
associated with the CORPS Program.

Sec. 383. The amount of $100,000, or so much thereof as
may be necessary, is appropriated from the Capital
Development Fund to the Department of Commerce and Community
Affairs for a grant to the Centre East Metropolitan

Shore Center for Performing Arts for all costs associated
with facilities improvements.

Sec. 397. The amount of $84,000, or so much thereof as
may be necessary, is appropriated from the Fund for Illinois'
Future to the Department of Commerce and Community Affairs
for a grant to the Village of Thornton for the purchase of a
squad cars, a brush fire truck and equipment and police cars.

Sec. 405. The amount of $70,000, or so much thereof as
may be necessary, is appropriated from the Fund for Illinois'
Future to the Department of Commerce and Community Affairs
for a grant to the Lynwood Fire Department for the purchase
of a brush fire truck and 4 wheel drive emergency vehicle.

Sec. 406. The amount of $250,000, or so much thereof as
may be necessary, is appropriated from the Capital
Development Fund to the Department of Commerce and Community
Affairs for a grant to the Chicago Public Building Commission
Park District for the purpose of all costs associated with
the construction of a community center in Rogers Park.

Sec. 407. The amount of $50,000, or so much thereof as
may be necessary, is appropriated from the Fund for Illinois'
Future to the Department of Commerce and Community Affairs
for a grant to the Centre East Metropolitan Exposition and

Arts/Skokie-Village for the purpose of soundproofing and
other structural improvements at Northlight Theater.

Arai Middle School Fund for the development of a school
health clinic City of Chicago Commission on Human Relations
Advisory Council on Gay and Lesbian Issues for the purpose of
a Hall of Fame exhibit.

Sec. 452. The amount of $25,000, or so much thereof as
may be necessary, is appropriated from the Fund for Illinois'

for a grant to the American Indian Health Service for general

for building improvements at EZRA Multi Service Center in the
Uptown Community.

Sec. 468. The amount of $25,000, or so much thereof as
may be necessary, is appropriated from the Fund for Illinois'
Future to the Department of Commerce and Community Affairs
for a grant to the North Lawndale YMCA for youth development
and career counseling Westside Small Business Development
Center for all costs associated with research and development
for a historic landmark and building repair.

Sec. 469. The amount of $150,000, or so much thereof as
may be necessary, is appropriated from the Fund for Illinois'
Future to the Department of Commerce and Community Affairs
for a grant to the East St. Louis Community Action Network
Research for the purpose of planning for millennium project.

Sec. 472. The amount of $20,000, or so much thereof as
may be necessary, is appropriated from the Fund for Illinois'
Future to the Department of Commerce and Community Affairs
for a one-time grant to the Children's Memorial Hospital for
the Joan Arai Middle School Fund for the development of a
school health clinic Chicago Metropolitan Sports Association.

Sec. 479. The amount of $50,000, or so much thereof as
may be necessary, is appropriated from the Fund for Illinois'
Future to the Department of Commerce and Community Affairs
for a grant to the Calumet City Lansing Fire Department for
the joint task force on fireworks, including advertising,
personnel, printed materials, and other related costs.

Sec. 511. The amount of $25,000, or so much thereof as
may be necessary, is appropriated from the Fund for Illinois'
Future to the Department of Commerce and Community Affairs
for a grant to Fantasia Juvenil the Los Raices Tropicales
Dance Ensemble for the purpose of purchasing a van.

Sec. 568a. The amount of $50,000, or so much thereof as
may be necessary, is appropriated from the Fund for Illinois'
Future Capital Development Fund to the Department of Commerce
and Community Affairs for a grant to the Southernmost
Illinois Delta Empowerment Zone, Inc. County of Pulaski's
Empowerment Zone for the purpose of all costs associated with
the office building, including equipment.

Sec. 569. The amount of $10,000, or so much thereof as
may be necessary, is appropriated from the Fund for Illinois'
Future to the Department of Commerce and Community Affairs
for a grant to the McClure/East Cape Fire Department Village
of McClure for the purpose of all costs associated with
infrastructure improvements.

Sec. 616. The amount of $50,000, or so much thereof as
may be necessary, is appropriated from the Fund for Illinois'
Future to the Department of Commerce and Community Affairs
for a one-time grant to the Proviso Leyden Council for
Community Action, Inc. for all costs associated with general
operating costs City of Harvey for all costs associated with
the purchasing of equipment and infrastructure improvements.

Sec. 618. The amount of $10,000, or so much thereof as
may be necessary, is appropriated from the Fund for Illinois'
Future to the Department of Commerce and Community Affairs
for a one-time grant to the West Side Learning Network
Center.

Sec. 619. The amount of $40,000, or so much thereof as
may be necessary, is appropriated from the Fund for Illinois'
Future to the Department of Commerce and Community Affairs
for a grant to the Little Village 26th Street Chamber of
Commerce for the purpose of all costs associated with
business initiatives promotion.

Sec. 639. The amount of $10,000, or so much thereof as
may be necessary, is appropriated from the Fund for Illinois'
Future to the Department of Commerce and Community Affairs
for a grant to the Village of Shobonier for all costs
associated with bridge replacement the purpose of
infrastructure improvements and capital projects.

Sec. 672. The amount of $15,000, or so much thereof as
may be necessary, is appropriated from the Fund for Illinois'
Future to the Department of Commerce and Community Affairs
for a grant to the City of Columbia for fire fighting
equipment thermal imaging cameras.

Sec. 673. The amount of $15,000, or so much thereof as
may be necessary, is appropriated from the Fund for Illinois'
Future to the Department of Commerce and Community Affairs
for a grant to the Baldwin Community Fire Protection District
Village of Baldwin Fire Department for equipment.

Sec. 688. The amount of $32,000, or so much thereof as
may be necessary, is appropriated from the Fund for Illinois'
Future to the Department of Commerce and Community Affairs
for a grant to the Mount Olive Fire Protection District for
the purpose of all costs associated with equipment.

Sec. 694. The amount of $50,000, or so much thereof as
may be necessary, is appropriated from the Fund for Illinois'
Future to the Department of Commerce and Community Affairs
for a grant to the Macoupin County -Montgomery ESDA for the
purpose of purchasing equipment all costs associated with
tornado warning sirens.

Sec. 696. The amount of $350,000, or so much thereof as
may be necessary, is appropriated from the Capital
Development Fund to the Department of Commerce and Community
Affairs for a grant to the Mount Olive Fire Protection
District for the purpose of a firehouse.

Sec. 702. The amount of $300,000, or so much thereof as
may be necessary, is appropriated from the Capital
Development Fund to the Department of Commerce and Community
Affairs for a grant to Meyerling Park District for the
purpose of facilities improvements building of a field house.

Sec. 738. The amount of $50,000, or so much thereof as
may be necessary, is appropriated from the Fund for Illinois'
Future to the Department of Commerce and Community Affairs
for a grant to the Village of Riverdale for the Riverdale
Juvenile Intervention Program Phoenix for the purpose of
public works.

Sec. 744. The amount of $15,000, or so much thereof as
may be necessary, is appropriated from the Fund for Illinois'
Future to the Department of Commerce and Community Affairs
for a grant to the Village of Percy for all costs associated
with infrastructure improvements and capital projects and to
purchase equipment.

Sec. 746. The amount of $15,000, or so much thereof as
may be necessary, is appropriated from the Fund for Illinois'
Future to the Department of Commerce and Community Affairs
for a grant to the Sandoval Sandover Fire Protection District
to purchase equipment for all costs associated with a Thermal
Imaging scanner/camera.

Sec. 747. The amount of $600,000, or so much thereof as
may be necessary, is appropriated from the Fund for Illinois'
Future to the Department of Commerce and Community Affairs
for a one-time grant to the City Village of Sandoval for the
purchase of equipment Sandoral.

Sec. 749. The amount of $40,000, or so much thereof as
may be necessary, is appropriated from the Fund for Illinois'

57 parcels in the School Street area for low-income and
environmental clean-up for gas stations.

is amended by repealing Section 21 and changing Section 32 of

for a medical school replacement at the University of
Illinois at Chicago.
