    AN ACT concerning cooperative agreements  for  floodwater
management in unincorporated areas of a county.

    Be  it  enacted  by  the People of the State of Illinois,
represented in the General Assembly:

    Section 5.   The  Intergovernmental  Cooperation  Act  is
amended by adding Section 3.8 as follows:

    (5 ILCS 220/3.8 new)
    Sec.  3.8.   Floodwater  management.   In counties having
3,000,000 or more inhabitants, a municipality may enter  into
intergovernmental  agreements  with a township for floodwater
management in the unincorporated areas of the county.
