AN ACT concerning property.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 5. Upon the payment of the sum of $750.00 to the
State of Illinois, the rights or easements of access,
crossing, light, air and view from, to and over the following
described land and FA Route 12 are restored subject to permit
requirements of the State of Illinois, Department of
Transportation:
Parcel No. 5X32332
The rights of easements of access, crossing, light, air
and view to, from and over the north line (Point "E" to
Point "F") of the following described land from and to
F.A. Route 12 (U.S. Route 40) are restored subject to
permit requirements of the State of Illinois, Department
of Transportation:
Part of the Southeast Quarter of Section 22 and part of
the Northeast Quarter of the Northeast Quarter of Section
27, situated in Township 11 North, Range 12 West of the
Second Principal Meridian, Clark County, Illinois, as
described in a Dedication of Right of Way for a Freeway
recorded in R.O.W. Book 4, Page 280 in the Clark County
Recorder's Office, described as follows:

obtain a certified copy of the portions of this Act
containing the title, the enacting clause, the effective
date, the appropriate Section or Sections containing the land
descriptions of property to be transferred or otherwise
affected, and this Section within 60 days after its effective
date and, upon receipt of payment required by the Section or
Sections, if any payment is required, shall record the
certified document in the Recorder's Office in the county in
which the land is located.
Section 970. The Director of the Department of Natural
Resources, on behalf of the State of Illinois, is authorized
to execute and deliver to the Village of Ramsey, an Illinois
unit of local government, of the County of Fayette, State of
Illinois, for and in consideration of $1.00 and other good
and valuable consideration paid to said Department, a Quit
Claim Deed to the following described real property, to wit:
A right-of-way to Illinois Central Railroad Company over
and through the West Half of the Northeast Quarter, the
Northwest Quarter of the Southeast Quarter and the
Southwest Quarter of the Southeast Quarter of Section 8,
Township 8 North, Range 1 East of the Third Principal
Meridian, Fayette County, Illinois, to include and
comprise land of the width of 100 feet on each side of
said railroad measuring from the center of its tract, as
the same has been surveyed, located and established by
said company, EXCEPT that part heretofore conveyed to the
Ramsey Lions Club, Inc. by Quitclaim Deed dated September
11, 1986 and recorded September 22, 1986 in the Fayette
County Recorder's Office at Book 0739, page 037; ALSO
EXCEPT that part heretofore conveyed to Rex M. Carroll
and/or Janet F. Carroll by Quitclaim Deed dated June 29,
1987 and recorded July 17, 1987 in the Fayette County
Recorder's Office at Book 0759, page 206;
ALSO EXCEPT a parcel of land being a part of the
abandoned right-of-way of the Illinois Central Railroad
Company over and through the West Half of the Northeast
Quarter and the West Half of the Southeast Quarter of
Section 8, Township 8 North, Range 1 East of the Third
Principal Meridian, Fayette County, Illinois, more
particularly described as follows: Commencing at an iron
pin (set) at the Northwest corner of said Northeast
Quarter of Section 8; thence South 88 degrees 44 minutes
46 seconds East (assumed bearing) along the North line of
said Northeast Quarter of Section 8, a distance of 238.06
feet to an iron pin (set) at the Point of Beginning;
thence continuing South 88 degrees 44 minutes 46 seconds
East along the North line of said Northeast Quarter of
Section 8, a distance of 140.20 feet to an iron pin (set)
on the former East line of the abandoned Illinois Central
Railroad Company; thence South 01 degrees 47 minutes 26
seconds East along the former East line of the abandoned
Illinois Central Railroad Company, 3503.33 feet to an
iron pin (set); thence North 89 degrees 26 minutes 53
seconds West along a line parallel with the South line of
said Northeast Quarter of Section 8, a distance of 140.12
feet to an iron pin (set); thence North 01 degrees 47
minutes 26 seconds West along a line parallel with the
former East line of the abandoned Illinois Central
Railroad Company, 3505.04 feet to the Point of Beginning,
containing 11.26 acres, more or less.
The conveyance of real property authorized by this
Section shall be made subject to a restrictive covenant
barring the use of such real property for the storage or
disposal of trash, debris, junk, equipment, building
materials, construction materials, or road maintenance
materials, said restrictive covenant to run with the land.
The Director of Natural Resources shall obtain a
certified copy of the portions of this Act containing the
title, the enacting clause, the effective date, and this
Section within 60 days after its effective date, and upon the
receipt of the payment required by this Section, shall record
the certified document in the Recorder's Office in Fayette
County.
Section 975. The Director of the Department of Natural
Resources, on behalf of the State of Illinois, is authorized
to execute and deliver to Libman Equipment Partnership, for
and in consideration of $32,300.00 paid to the Department, a
quitclaim deed to the following described real property,
provided that Grantee pays all title and closing costs:
TRACT 1
Commencing at the Northeast corner of Block 4 of Sheldon
and Jaques Addition to the Town, now City, of Arcola,
Douglas County, Illinois; thence North 02 degrees 21
minutes 56 seconds West, 70.00 feet to the Point of
Beginning; thence South 86 degrees 43 minutes 19 seconds
West, along the North right-of-way line of Front Street,
553.24 feet; thence North 02 degrees 35 minutes 21
seconds West, 96.95 feet; thence North 84 degrees 32
minutes 55 seconds East, 135.11 feet; thence North 87
degrees 09 minutes 40 seconds East, 418.79 feet; thence
South 02 degrees 21 minutes 56 seconds East, 98.87 feet
to the Point of Beginning, encompassing 1.27 acres, more
or less.
TRACT 2
Commencing at the Northeast corner of Block 4 of Sheldon
and Jaques Addition to the Town, now City, of Arcola,
Douglas County, Illinois; thence North 02 degrees 21
minutes 56 seconds West, 70.00 feet to the Northerly line
of Front Street; thence South 86 degrees 43 minutes 19
seconds West, along said Northerly line, 623.24 feet to
the True Point of Beginning; thence South 86 degrees 43
minutes 19 seconds West, along the Northerly line of said
Front Street, 600.00 feet to the East line of Elm Street;
thence North 02 degrees 36 minutes 02 seconds West, along
the East line of said Elm Street, 71.00 feet; thence
North 85 degrees 39 minutes 44 seconds East, 324.40 feet;
thence North 83 degrees 25 minutes 54 seconds East,
276.37 feet; thence North 83 degrees 25 minutes 46
seconds East, 70.16 feet to the Northwest corner of the
above described TRACT 1; thence South 02 degrees 36
minutes 01 seconds East, along the West line of said
TRACT 1, 71.89 feet; thence South 86 degrees 43 minutes
19 seconds West, 70.00 feet to the West line of Sheldon
Street; thence South 02 degrees 36 minutes 01 seconds
East, along the West line of said Sheldon Street, 25.00
feet to the True Point of Beginning, encompassing 1.20
acres, more or less.
The Director of Natural Resources shall obtain a
certified copy of the portions of this Act containing the
title, the enacting clause, the effective date, and this
Section within 60 days after its effective date and, upon
receipt of payment required by this Section, shall record the
certified document in the Recorder's Office in Douglas
County.
Section 999. Effective date. This Act takes effect upon
becoming law.
