    AN ACT concerning public employee benefits.
 
    Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
 
    Section 5. The Illinois Pension Code is amended by adding
Section 1-140 as follows:
 
    (40 ILCS 5/1-140 new)
    Sec. 1-140. Identification of deceased annuitants. Every
pension fund or retirement system under this Code, except for a
pension fund established under Article 3 or 4 of this Code,
shall develop and implement, by no later than June 30, 2017, a
process to identify annuitants who are deceased. The process
shall require the pension fund or retirement system to check
for any deceased annuitants at least once per month and shall
include the use of any commonly used methods to identify
persons who are deceased, which include, but are not limited
to, the use of a third party entity that specializes in the
identification of deceased persons, the use of data provided by
the Social Security Administration, the use of data provided by
the Department of Public Health's Office of Vital Records, or
the use of any other method that is commonly used by other
states to identify deceased persons.
 
    Section 10. The Vital Records Act is amended by adding
Section 24.5 as follows:
 
    (410 ILCS 535/24.5 new)
    Sec. 24.5. Access to records; pension funds and retirement
systems. Any information contained in the vital records shall
be made available at no cost to any pension fund or retirement
system under the Illinois Pension Code for administrative
purposes.
 
    Section 90. The State Mandates Act is amended by adding
Section 8.40 as follows:
 
    (30 ILCS 805/8.40 new)
    Sec. 8.40. Exempt mandate. Notwithstanding Sections 6 and 8
of this Act, no reimbursement by the State is required for the
implementation of any mandate created by this amendatory Act of
the 99th General Assembly.
 
    Section 99. Effective date. This Act takes effect upon
becoming law.
