    AN ACT concerning education.
 
    Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
 
    Section 1. Short title. This Act may be cited as the
Illinois Small Business and Workforce Development Task Force
Act.
 
    Section 5. Illinois Small Business and Workforce
Development Task Force. The Illinois Small Business and
Workforce Development Task Force is created as a 17-member Task
Force. Four members of the Task Force shall be appointed by
each legislative leader. One of the appointees by each
legislative leader shall be a person representing small
business, one of the appointees shall be a person representing
labor, and 2 of the appointees shall be members of the General
Assembly. Members of the Task Force shall receive no
compensation, but may be reimbursed for their expenses from
appropriations available for that purpose. The Chairperson of
the University of Illinois Board of Trustees or his or her
designee shall be the chairperson of the Task Force. The Task
Force shall meet at the call of the Chair. Each Task Force
member shall have a 2-year term. A legislative leader may
appoint a replacement member upon the death, disability, or
resignation of any member appointed by that leader.
 
    Section 10. Administrative support. The University of
Illinois shall provide administrative support to the Task
Force.
 
    Section 15. Task Force duties. The Task Force shall
identify issues of importance to small business that may be
addressed by the 98th General Assembly and future General
Assemblies. The Task Force shall make recommendations
regarding the issues identified. The issues and
recommendations shall address access to capital, State
procurement policies, State regulatory policies, program
sustainability, and workforce concerns.
 
    Section 20. Findings and recommendations. By November 30,
2013, and by November 30 of every year thereafter, the Task
Force shall submit a report to the General Assembly setting
forth its findings and recommendations. The requirement for
reporting to the General Assembly shall be satisfied by filing
copies of the report with the Speaker, Minority Leader, and
Clerk of the House of Representatives, the President, Minority
Leader, and Secretary of the Senate, and the Legislative
Research Unit as required under Section 3.1 of the General
Assembly Organization Act.
 
    Section 97. Repeal. This Act is repealed January 1, 2017.
 
    Section 99. Effective date. This Act takes effect upon
becoming law.
