    AN ACT concerning State government.
 
    Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
 
    Section 5. The Government Buildings Energy Cost Reduction
Act of 1991 is amended by changing Section 25 as follows:
 
    (20 ILCS 3953/25)
    Sec. 25. Fluorescent or LED lighting in State buildings. In
order to reduce energy consumption, all buildings owned or
leased by the State that are 1,000 square feet in size or
larger shall, where practicable, use:
        (1) Energy Star labeled light bulbs as defined by the
    Energy Star Program of the United States Environmental
    Protection Agency; .
        (2) Light-emitting diode (LED) luminaires, lamps, and
    systems whose efficacy (lumens per watt) and Color
    Rendering Index (CRI) meet the Department of Energy
    requirements for minimum luminaire efficacy and CRI for the
    Energy Star certification, as verified by an independent
    third-party testing laboratory that the federal
    Environmental Protection Agency Administrator and the
    Secretary of Energy determine conducts its tests according
    to the procedures and recommendations of the Illuminating
    Engineering Society of North America, even if the
    luminaires, lamps, and systems have not received such
    certification; or
        (3) Any combination of (1) and (2).
    Prior to implementing the use of Energy Star Light Bulbs,
any building to which this Section applies may deplete the
supply of non-Energy Star Light Bulbs it possesses on the
effective date of this amendatory Act of the 95th General
Assembly. Additionally, as most light bulbs contain mercury,
all buildings to which this Section applies shall ensure the
proper disposal of used light bulbs at a certified hazardous
waste recycling facility.
    Historic buildings that are listed on the Illinois Register
of Historic Places, established pursuant to Section 6 of the
Illinois Historic Preservation Act, are exempt from the
requirements of this Section.
