    AN ACT concerning State government.
 
    Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
 
    Section 5. Property. The State of Illinois owns the
following real property, commonly known as the Centralia Animal
Disease Laboratory at the mailing address 9732 Shattuc Road,
Centralia, Illinois 62801:
 
A tract of land located in the SW 1/4 of the NW 1/4 of Section
3, T1N, R1W, of the 3rd P.M., Clinton County, Illinois, more
particularly described as follows: Commencing at the Northwest
corner of said Section 3, T1N, R1W, 3rd P.M., thence on an
assumed bearing of S. 87° 43' 18" E, a distance of 30.00 feet,
thence S. 00° 00' 00" W, a distance of 1747.27 feet, thence N.
87° 36' 10" E, a distance of 676.34 feet to the "point of
beginning", thence along a curve concave Northeasterly tangent
to the last described course and having a radius of 312.33 feet
and an arc distance of 295.42 feet, thence N. 33° 24' 34" E, a
distance of 104.42 feet, thence S. 77° 10' 51" E, a distance of
354.55 feet, thence S. 00° 13' 42" W, a distance of 416.94
feet, thence N. 89° 08' 04" W, a distance of 409.89 feet,
thence N. 42° 23' 50" W, a distance of 355.00 feet to the
"point of beginning" and enclosing an area of 5.20 acres, more
or less; except the coal, oil, gas and other minerals
underlying; and subject to easements, rights of way,
restrictions and covenants of record;

    Section 10. Conveyance. (a) Upon the payment of the sum of
$1 to the State of Illinois, and subject to the conditions set
forth in subsection (b), the Director of Agriculture, on behalf
of the State of Illinois and the Department of Agriculture,
must convey by quitclaim deed all right, title, and interest of
the State of Illinois and the Department of Agriculture in and
to the real property described in Section 5 to Kaskaskia
College.
    (b) The quitclaim deed to Kaskaskia College shall state on
its face and be subject to the conditions that the real
property shall be used by Kaskaskia College for educational
purposes and that if Kaskaskia College ceases to exist or if
the real property is used for any purposes other than
educational purposes, then title shall revert without further
action to the State of Illinois.
 
    Section 15. Recording. The Director of Agriculture shall
prepare one or more quitclaim deeds to convey the real
property. The Director may also record a certified copy of this
Act. Each quitclaim deed shall reference this Act and contain
the reversionary language from subsection (b) of Section 10.
All documents of conveyance must be recorded in the county in
which the land is located.
 
    Section 99. Effective date. This Act takes effect upon
becoming law.
