    AN ACT concerning State government.
 
    Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
 
    Section 5. The Renewable Energy, Energy Efficiency, and
Coal Resources Development Law of 1997 is amended by adding
Section 6-6.5 as follows:
 
    (20 ILCS 687/6-6.5 new)
    Sec. 6-6.5. Utilization of Renewable Energy on State-Owned
Properties Task Force.
    (a) The Utilization of Renewable Energy on State-Owned
Properties Task Force is hereby created. The Task Force shall
consider the economics and feasibility of installing and
maintaining renewable energy facilities on State-owned
property and the impact and benefits to the community and the
State.
    (b) The Task Force shall be formed within 60 days after the
effective date of this amendatory Act of the 99th General
Assembly and shall be comprised of the following members:
        (1) two members appointed by the Speaker of the House
    of Representatives;
        (2) two members appointed by the Minority Leader of the
    House of Representatives;
        (3) two members appointed by the President of the
    Senate;
        (4) two members appointed by the Minority Leader of the
    Senate;
        (5) the Director of the Illinois Environmental
    Protection Agency, or his or her designee;
        (6) the Director of the Department of Natural
    Resources, or his or her designee;
        (7) the Director of the Department of Central
    Management Services, or his or her designee;
        (8) one member appointed by the Governor to represent
    the public, who shall serve as chair of the Task Force;
        (9) one member appointed by the Governor with business
    experience in renewable energy development; and
        (10) the Executive Director of the Capital Development
    Board, or his or her designee.
    (c) The members of the Task Force shall not receive
compensation for their services, but may be reimbursed for
travel expenses related to the duties of the Task Force.
    (d) The Department of Commerce and Economic Opportunity
shall provide administrative support to the Task Force.
    (e) The Task Force shall compile their findings and
recommendations in a report to be presented to the Governor and
the members of the General Assembly on or before September 1,
2016. The Task Force shall be dissolved upon submission of the
report.
    (f) This Section is repealed on January 1, 2017.
 
    Section 99. Effective date. This Act takes effect upon
becoming law.
