    AN ACT concerning local government.

    Be it enacted by the People of the State of Illinois,
represented in the General Assembly:

    Section 5. "AN ACT concerning local government", approved
December 28, 2012, Public Act 97-1138, is amended by adding
Section 99 as follows:

    (P.A. 97-1138, Sec. 99 new)
    Sec. 99. Effective date. This Act takes effect upon
becoming law.
