    AN ACT concerning government.
 
    Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
 
    Section 5. Property; conveyance. (a) The State of Illinois,
through the Department of State Police, owed real estate
located at 13863 S. Cicero Avenue, Crestwood, IL 60418, State
of Illinois Site No. G0020, being the former location of the
Illinois State Police District 4 Headquarters, further
described as:
    THE EAST 270 FEET OF THE WEST 320 FEET OF THE SOUTH 160
    FEET OF THE NORTHWEST 1/4 OF SECTION 3, TOWNSHIP 36 NORTH,
    RANGE 13, EAST OF THE THIRD PRINCIPAL MERIDIAN, IN COOK
    COUNTY, ILLINOIS, SUBJECT to easements, rights of way,
    restrictions and covenants of record; Parcel ID No.
    28-03-100-003-0000.
    (b) The Village of Crestwood has previously acquired this
property by quitclaim deed in accordance with "An Act
concerning civil law", Public Act 99-0931.
    (c) The quitclaim deed conveying the property to the
Village of Crestwood stated that the real property shall be
used by the Village for public purposes and if the real
property is used for any other purpose other than a public
purpose, then the title shall revert without further action to
the State of Illinois.
    (d) By reason of the substantial expenses incurred and to
be incurred by the Village in rehabilitating the property and
remediating environmental conditions on the property occurring
during ownership by the State of Illinois, the requirement that
the Village use the property for public purposes is hereby
withdrawn and rescinded, and title shall not revert without
further action to the State of Illinois upon conveyance of the
property to a purchaser as determined by the Village of
Crestwood. If the Village of Crestwood sells or leases the
property for a private purpose, 50% of the proceeds remaining
after deducting the costs incurred by the Village in preparing
the property for lease or sale shall be paid to the Capital
Development Board for capital improvements at Illinois State
Police facilities.
 
    Section 15. Recording. The Director of State Police shall
prepare a quitclaim deed to release its interest in the real
property and to release the reverter clause previously recorded
as a lien against the property. The Director may also record a
certified copy of this Act. Each quitclaim deed shall reference
this Act and the reversionary language being rescinded. All
documents shall be recorded in the County of Cook.
 
    Section 99. Effective date. This Act takes effect upon
becoming law.
