    AN ACT concerning State government.
 
    Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
 
    Section 5. The Department of Commerce and Economic
Opportunity Law of the Civil Administrative Code of Illinois is
amended by adding Section 605-1000 as follows:
 
    (20 ILCS 605/605-1000 new)
    Sec. 605-1000. Illinois Science and Technology Commission.
The Illinois Science and Technology Commission is created,
subject to appropriation, to coordinate efforts on behalf of
the State, units of local government, and institutions of
higher education in order to attract, retain, and promote
scientific endeavors and research facilities within the State.
The Commission may coordinate with other states, the federal
government, and scientific research facilities to achieve its
objectives under this Section. The Department of Commerce and
Economic Opportunity shall, subject to appropriation for this
purpose, provide staff support for the Commission. The
Commission shall consist of the following 10 members, who shall
be appointed by the Governor with the advice and consent of the
Senate unless otherwise provided in this Section:
        (1) Two members with a background in physical sciences.
        (2) One member with a background in civil engineering.
        (3) One member with a background in land use.
        (4) One member with a background in environmental
    issues.
        (5) One member representing institutions of higher
    education.
        (6) One member appointed by a statewide association
    that advocates for business.
        (7) One member appointed by a statewide association
    that advocates for labor.
        (8) The Director of Commerce and Economic Opportunity,
    ex officio, or his or her designee.
        (9) The Governor, ex officio, or his or her designee.
    The members shall elect a member to serve as chairperson.
Of the initial members appointed under items (1) through (7) of
this Section, 2 shall serve for 3-year terms, 2 shall serve for
4-year terms, and 4 shall serve for 5-year terms, as determined
by lot. Successor members shall be appointed by the original
appointing authority and shall serve for 5-year terms. Members
shall serve without compensation but may be reimbursed for
travel expenses.
