UTILITY NO WINTER TERMINATION                                              

Synopsis of Bill as introduced:
        Amends the Public Utilities Act.  Provides that a public  utility      
   may  not disconnect gas or electric service that is the primary source      
   of space heating or that is used to  control  the  primary  source  of      
   space  heating  by  a  residential customer or mastermetered apartment      
   building for nonpayment during the period  of  time  from  December  1      
   through March 31 of the next year.  Effective immediately.
