Short description: 
DHS-FOOD STAMPS-CASH-EARNFARE                                              

Synopsis of Bill as introduced:
        Amends the Illinois Public Aid Code. In provisions concerning the      
   Earnfare component of the Food Stamp Employment and  Training  program      
   operated  by  the Department of Human Services, provides that Earnfare      
   participants must earn their food stamp assistance and may  also  earn      
   cash  assistance  (instead  of  simply  being  required  to earn their      
   "assistance"). Effective immediately.                                       
        SENATE AMENDMENT NO. 1.                                                
        Deletes everything.  Amends provisions of the Illinois Public Aid      
   Code relating to administration of federally-aided programs. Changes a      
   provision that "participants in Earnfare will, to the extent resources      
   allow, earn their assistance" so that it provides that "to the  extent      
   resources  allow,  the  Department  of  Human  Services  may, by rule,      
   mandate participation in Earnfare for designated clients to earn their      
   food stamp assistance". Provides that  participants  in  Earnfare  may      
   earn  cash  assistance. Changes a provision that "participation in the      
   Earnfare program is voluntary, except  when  ordered  by  a  court  of      
   competent  jurisdiction"  so  that  it  provides  that  "to  earn cash      
   assistance, participation in the Earnfare program is voluntary, except      
   when ordered by a court of competent jurisdiction".
