VEH CD-BLUE-WHITE LIGHT-RESCUE                                             

Synopsis of Bill as introduced:
        Amends the  Illinois  Vehicle  Code.   Provides  that  a  vehicle      
   operated  by  a  voluntary  member  of a rescue squad or a member of a      
   voluntary  ambulance  unit  may  be  equipped  with   flashing   white      
   headlights and blue grill lights.  Effective immediately.                   
        HOUSE AMENDMENT NO. 1.                                                 
        Further amends the  Illinois  Vehicle  Code. Provides that the         
   vehicles of union representatives may be equipped with amber or a           
   combination of amber and white oscillating, rotating and flashing           
   lights.  Provides that the lights may be lighted only while the             
   vehicle is within the limits of a construction project or is parked         
   alongside any roadway.                                                      
        HOUSE AMENDMENT NO. 2.                                                 
          Adds reference to:                                                   
          625 ILCS 5/11-907               from Ch. 95 1/2, par. 11-907         
          625 ILCS 5/11-908               from Ch. 95 1/2, par. 11-908         
        Further amends the Illinois Vehicle Code. Provides that a driver       
   charged with failing to follow the required procedures when approach-       
   ing an authorized emergency vehicle with its lights activated must          
   appear in court to answer the charges. Provides that, upon entering a       
   construction or maintenance zone when workers are  present,  a  person      
   shall  make a lane change if it is safe to do so or shall reduce speed      
   and proceed with caution if changing  lanes  would  be  impossible  or      
   unsafe.  Provides  that  a person who violates the provision commits a      
   business offense punishable by  a  fine  of  not  more  than  $10,000.      
   Provides  that  a person charged with the offense must appear in court      
   to answer the charges.  Provides that it is a factor in aggravation if      
   the person committed the offense while under the influence of alcohol,      
   drugs, or intoxicating compounds.  Provides that the person's  driving      
   privileges shall be suspended for 90 days to one year if the violation      
   results in damage to the property of another person, for 180 days to 2      
   years  if the violation results in injury to another person, and for 2      
   years if the  violation  results  in  the  death  of  another  person.      
   Provides  that the penalties imposed for failing to stop when signaled      
   to do so by a flagger shall be in addition to  any  penalties  imposed      
   for  failure to observe proper procedures on entering the construction      
   or maintenance zone. Provides that the provisions  of  the  amendatory      
   Act are severable.                                                          
        GOVERNOR'S AMENDATORY VETO MESSAGE                                     
        Recommends that the bill be amended to provide that the amber or       
   combination of amber and white oscillating, rotating and flashing           
   lights on the vehicles of union representatives may be lighted only         
   while the vehicle is within the limits of a construction project.
