Provides that the School Safety and Educational Improvement Block Grant Program shall provide funding for classroom library books, school-based professional development based on best practices and scientifically-based research (instead of teacher training), and teacher induction and mentoring. Provides that the Professional Development Block Grant shall be combined with and distributed as the School Safety and Educational Improvement Block Grant. Effective July 1, 2001.
