Short description: 
PUB AID-SUPPORT-DEADBEATS                                                  

Synopsis of Bill as introduced:
        Amends the Illinois Public Aid Code. Provides that the Department      
   of Public Aid shall create and maintain one or more World Wide Web          
   pages with information on individuals who are delinquent in their           
   child support obligations. Provides that the Department shall, before       
   including  on  the  World  Wide  Web  page  information  concerning an      
   individual who owes past due support, give the individual  notice  and      
   an  opportunity  to  be  heard. Provides that any final administrative      
   decision  of  the  Department  shall  be  reviewed  only   under   the      
   Administrative  Review  Law. Amends the Clerks of Courts Act. Provides      
   that circuit court clerks may provide  information  to  municipalities      
   and  counties  concerning  persons who are in arrears on child support      
   and who have been held in contempt of court. Effective immediately.         
        SENATE AMENDMENT NO. 1.                                                
          Deletes reference to:                                                
          705 ILCS 105/15.1 new                                                
        Deletes everything. Amends the Illinois Public Aid Code. Provides      
   that the Director of Public Aid may disclose a "deadbeats most  wanted      
   list"  of  individuals  who  are  in  arrears  in  their child support      
   obligations under an Illinois court  order  or  administrative  order.      
   Provides  that  the list shall include only persons who are in arrears      
   in an amount greater than $5,000 (or a greater amount  established  by      
   the  Director).  Provides  that,  before  disclosing  the  name  of an      
   individual, the Director shall mail a written notice to the individual      
   detailing the amount of the arrearage and the intent of the Department      
   of Public Aid to disclose the arrearage. Provides that an individual's      
   name may not be disclosed   if   the  arrearage  is  paid,  a  written      
   agreement  for  payment  exists, or the arrearage is the subject of an      
   administrative hearing, administrative  review,  or  judicial  review.      
   Provides that the list shall be available for public inspection at the      
   Department  of  Public Aid or by other means of publication, including      
   the   Internet.   Contains    provisions    concerning    rules    and      
   confidentiality. Effective immediately.                                     
        SENATE AMENDMENT NO. 2.                                                
        Deletes language providing that the Department shall adopt  rules      
   for administration and implementation of the new provisions.                
        HOUSE AMENDMENT NO. 1.                                                 
        Changes the effective date to July 1, 2002.
