State may suspend or revoke the registration of a vehicle if the owner
has not paid a judgment based on violation of rules adopted under the

FISCAL NOTE, H-AM 1 (Department of Transportation)
There is currently approximately $60,000 in outstanding unpaid
penalties. It is anticipated that SB 827 will result in collec-
tion of these penalties. Additionally, it should limit the num-
ber of future cases of protracted non-payment of penalties.
