ELEC CD-VOTING DEFECT ID                                                   

Synopsis of Bill as introduced:
        Amends the Election Code.  In election jurisdictions using voting      
   systems with precinct tabulation  optical  scan  technology,  provides      
   that  the  voting  defect  identification capability may not be set to      
   detect undervoted ballots or ballots that  lack  an  election  judge's      
   initials.                                                                   
        SENATE AMENDMENT NO. 1.                                                
          Adds reference to:                                                   
          10 ILCS 5/24-1                                                       
        In the Article governing voting machines, provides that a voting       
   machine shall not be authorized or used to detect undervoted ballots        
   or ballots that lack the initials of an election judge.                     
        SENATE AMENDMENT NO. 2.                                                
          Adds reference to:                                                   
          10 ILCS 5/24A-1                                                      
        In the Article governing mechanical, electrical, and electronic        
   voting systems, prohibits the authorization or use of a system to           
   detect undervoted ballots.                                                  
        SENATE AMENDMENT NO. 3.                                                
        Deletes and then reinserts the provisions of Senate Amendment          
   No. 2 to correct technical errors in Senate Amendment No. 2.                
        SENATE AMENDMENT NO. 4.                                                
          Adds reference to:

          10 ILCS 5/16-6                                                       
        In the printing of names of candiates and political parties on         
   the ballot, permits the use of lower case as well as capital letters.       
   In the printing of a judicial retention ballot, permits an election         
   authority to place the names of all candidates seeking retention in         
   the same office under one proposition, rather than repeating the            
   proposition for each name.

        Deletes everything.  Amends the Election Code.  Requires election      
   authorities to accept voter registration applications  for  any  other      
   election  jurisdiction in the State and to forward each application to      
   the appropriate election authorities.  Requires  election  authorities      
   to   provide   the   State  Board  of  Elections  with  updated  voter      
   registration information within  10  days  after  the  close  of  each      
   registration  period,  in  addition  to  other times.  In printing the      
   names of candidates and political parties on the ballot,  permits  the      
   use  of  lower  case as well as capital letters.  In the printing of a      
   judicial retention ballot, allows an election authority to  place  the      
   names of all candidates seeking retention in the same office under one      
   proposition,  rather  than  repeating  the  proposition for each name.      
   Amends the  State  Mandates  Act  to  require  implementation  without      
   reimbursement.
