Increases the penalty for certain acts relating to aircraft operation and maintenance while under the influence of intoxicating liquor, a narcotic drug, or a controlled substance from a Class A misdemeanor to a Class 4 felony. Increases the penalty for operating an aircraft while under the influence of intoxicating liquor, a narcotic drug, or other controlled substance, or operating as a crew member while having in one's blood or urine unlawful cannabis or a controlled substance from a Class A misdemeanor to a Class 3 felony. Makes it a Class 4 felony to knowingly consume while a crew member of an aircraft any intoxicating liquor, narcotic drug, or other controlled substance while the aircraft is in operation. GOVERNOR'S AMENDATORY VETO MESSAGE Recommends that the penalty for acting as a crew member of an aircraft when the alcohol concentration in the crew member's blood or breath is 0.04 or more is a Class 4 felony rather than a Class 3 felony.
