Provides that quick-take proceedings may be used for a period of 3 years after April 1, 2001 by the village of Downers Grove, to be used only for acquiring properties within the Downers Grove Central Business District Tax Increment Financing District for tax increment redevelopment projects, including but not limited to, providing off-street parking facilities.
