ENERGY DEVELOPMENT COUNCIL                                                 

Synopsis of Bill as introduced:
        Creates the Energy Resources Policy Act of 2001. Provides only  a      
   short title.                                                                
        SENATE AMENDMENT NO. 1.

        Deletes everything after the enacting clause.  Creates the Energy      
   Resources Policy Act.  Provides that the purpose of  this  Act  is  to      
   provide  financial  and  other  incentives that will result in (i) the      
   construction of 8 new baseload electric generation plants in  Illinois      
   that  are  under  construction  before December 31, 2004, (ii) a pilot      
   program for a wind-powered electric generating plant in Illinois  that      
   is  under  construction  before  December  31,  2004,  and  (iii)  the      
   construction  of  new transmission lines and the upgrading of existing      
   transmission lines before December  31,  2004.    Creates  the  Energy      
   Generation  Resources  Development  Coordinating  Council. Among other      
   things, the Council shall hold  an  energy  summit  bringing  together      
   those  persons  wishing  to  build generating capacity in Illinois and      
   communities that wish to host generation plants.   Provides  that  the      
   Department  of  Commerce  and Community Affairs must adopt rules on or      
   before January 1, 2002 to implement the Act and that  the  rules  must      
   provide  that  the  incentives  will  be  awarded  on  a  "first-come,      
   first-served"  basis. Amends the Use Tax Act, the Service Use Tax Act,      
   the Service Occupation Tax Act, and the Retailers' Occupation Tax Act.      
   Provides for an exemption from the tax  for  machinery  and  equipment      
   used  by  the  new plants until electricity is first generated. Amends      
   the Environmental Protection Act. Provides for the issuance of permits      
   to these new plants within 90 days.  Provides that  the  Agency  shall      
   also waive the fee for obtaining an initial operating permit for these      
   plants.  Effective immediately.                                             
        HOUSE AMENDMENT NO. 1.                                                 
        Changes the name of the  program  from  the  Renewable  Resources      
   Energy Grant Program to the Renewable Energy Resources Program.
