PHONE-REQ CONSENT TO OPTIONS                                               

Synopsis of Bill as introduced:
        Amends the Public Utilities Act. Provides that telecommunications      
   carriers  may  not  provide  optional  services,  including   services      
   activated  on  a per-use basis, without the customer's advance written      
   authorization.
