ESTABLISH NATL ENERGY POLICY                                               

Synopsis of Bill as introduced:
        Urges the United States Congress to pass legislation establishing      
   a national energy policy which encourages the use  of  ethanol  as  an      
   alternate fuel, phases out the policy which encourages the use of MTBE      
   as a fuel additive, and protects the Artic National Wildlife Refuge in      
   Alaska  from  irreparable harm by prohibiting the drilling for oil and      
   gas.
