Short description: 
HIGH ED-COM SERV-CHILD WELFARE                                             

Synopsis of Bill as introduced:
        Amends various Acts relating to  the  governance  of  the  public      
   universities  in  Illinois  and  amends  the  Higher Education Student      
   Assistance Act. Requires the governing board of each public university      
   to offer a  10%  tuition  waiver  for  2  semesters  of  undergraduate      
   education  to  any student who provides or commits to provide at least      
   30 hours of community service in  an  academic  year.    Requires  the      
   Illinois  Student  Assistance Commission to establish and administer a      
   grant program to assist child welfare  workers  in  the  repayment  of      
   their  higher  education  loans,  with  the  grant  amount  based on a      
   specified percentage of the total amount in loans  owed  depending  on      
   the  number years of employment. Requires the Commission to conduct an      
   evaluation of the impact of the grant program on the  field  of  child      
   welfare services.
